<br />WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAI‘I <br /> <br />HEARING TRANSCRIPT <br /> JUNE 5, 2014 <br /> <br />CELLCO PARTNERSHIP <br />A regularly advertised hearing on the contested case proceeding of <br />dba VERIZON WIRELESS (USE 14-046) <br />was called to order at 11:47 a.m. in the County of <br />Hawai‘i, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawai‘i with Chairman Pro <br /> <br />Tem Myles Miyasato presiding. <br /> <br />COMMISSIONERS PRESENT: Myles Miyasato, Gregory Henkel, Raylene Moses, and <br />Stephen Ono. <br /> <br />ABSENT AND EXCUSED: Charles Heaukulani and Wallace A. Ishibashi, Jr. <br /> <br />PARTIES PRESENT: Daryl Inaba (Intervenor); Trisha Nishimoto (Attorney for Applicant), <br />Danette Martin (General Dynamics on behalf of Applicant), Corey Shaffer (Principal System <br />Performance Engineer for Verizon Wireless on behalf of Applicant); Jennifer Ng (Attorney for <br />Planning Director), and Duane Kanuha (Planning Director). <br /> <br />ALSO PRESENT: Margaret Masunaga (Deputy Corporation Counsel for the Windward <br />Planning Commission), Daryn Arai (Planning Program Manager), Jeff Darrow (Staff Planner), <br />Maija Cottle (Staff Planner), Sarah Hata-Finley (Secretary), Kim Tanaka (Secretary), and <br />Melissa Dacayanan (Planning Commission Support Technician). <br /> <br />And approximately 2 people from the public in attendance. <br /> <br />APPLICANT: CELLCO PARTNERSHIP dba VERIZON WIRELESS (USE 14-046) <br /> <br />Contested case proceeding regarding an application for a Use Permit to construct a 105-foot tall <br />steel telecommunication monopine with 8-foot tall panel antennas and related facilities on an <br />8,100 square-foot parcel situated in the State Land Use Agricultural district and the County’s <br />Agricultural 1-acre (A-1a) zoned district. The property is located on the west side of <br />Silversword Court approximately 235 feet northwest from its junction with Ainaloa Boulevard, <br />Tiki Gardens Subdivision, Kea‘au, Puna, Hawai`i, TMK: 1-6-102:056. <br /> <br />MIYASATO: Under Unfinished Business, we have Item No. 6, Applicant Cellco Partnership <br />dba Verizon Wireless. I’d like to call the parties up. <br /> <br />Okay, we have some preliminaries that we need to get through, so--. At a duly noticed public <br />hearing on this matter held on March 6, 2014, the Commission voted and decided to conduct this <br />contested case hearing as a whole upon allowing intervention and granting standing to Mr. Inaba. <br />Presiding Officer means any Commissioner or Hearing Officer duly designated as such, unless <br />otherwise designated, I, as your Chairperson, shall be the Presiding Officer pursuant to <br />1 <br />EXHIBIT F <br /> <br /> <br /> <br /> <br />
