Could you please state your name? <br /> <br />SHAFFER: Corey Shaffer. <br /> <br />NISHIMOTO: And have you seen the written testimony submitted on your behalf by Verizon? <br /> <br />SHAFFER: Yes, I have. <br /> <br />NISHIMOTO: And do you adopt it as your own testimony? <br /> <br />SHAFFER: I do. <br /> <br />NISHIMOTO: Okay, what is your title and current employment? <br /> <br />SHAFFER: I’m a Principal System Performance Engineer with Verizon Wireless. I’ve held my <br />current job since 2006. <br /> <br />NISHIMOTO: Okay, and what is your background and experience in this industry? <br /> <br />SHAFFER: I’ve been in the wireless industry since 2004, and working in this specific job since <br />2006. And, working in this specific job in the State of Hawai‘i since 2007. <br /> <br />NISHIMOTO: What was your role in the proposed project? <br /> <br />SHAFFER: So, basically, I’m the engineer, the field engineer, so I’m responsible for <br />understanding the existing coverage, so I was instrumental in developing the search ring that was <br />sent to Danette, and it’s based on where is our weakest coverage today, and where can we put a <br />tower that will cover the largest area with the smallest impact on the community. So, those were <br />the design criteria that we used to pick this location. <br /> <br />NISHIMOTO: And how are these coverage holes identified? <br /> <br />SHAFFER: Through three methods primarily—drive testing the network where we just drive <br />around and collect data and check the signal levels; customer complaints which we get a large <br />number of in Ainaloa; and propagation studies which are computer simulations of all our towers. <br />23 <br />EXHIBIT F <br /> <br /> <br /> <br /> <br />
