A PLAN FOR ACTION <br /> The goal of the Volcano Long Range Plan is to live in harmony with the environment and with <br /> each other, to be good stewards of the land and of our community, to strive for a sustainable <br /> way of living, and to provide for the benefit of future generations. <br /> The VLRP is a plan of action arising from the Puna Community Development Plan. The PCDP is a <br /> conceptual document that provides a framework for action at the community level and is <br /> presented in three general categories: <br /> • MALAMA I KA %AINA (Care of the Land) <br /> • MANAGING GROWTH <br /> • TRANSPORTATION <br /> The Plan is organized by and promotes actions in accordance with these themes regarding <br /> historic preservation and education, environmental quality and natural resource conservation, <br /> agriculture and economic development, recreation, public safety, sanitation, social and <br /> healthcare services, and public transportation. <br /> Goals, objectives, and recommended actions are outlined for each planning topic. Goals are <br /> broad, desired future conditions; Objectives are specific outcomes to be achieved to realize <br /> these goals; and Recommended Actions are specific activities initiated by the community to <br /> achieve these goals and objectives. <br /> Most of the recommended 48 Action Items in the Plan (PART 1, 2, and 3) can be implemented <br /> through community organization and effort. Some action items will need legislative support <br /> from the County Council. Every effort is made to avoid coercive action or to create tension <br /> among neighbors, community oversight teams, or County Government. Residents can be <br /> informed through education, persuasion, good will, and good examples of harmonious living in <br /> this environment. <br /> 22 <br />
