INTRODUCTION <br /> Sensitive to the natural and historic content of this unique place, the Volcano Long Range Plan <br /> (VLRP) is a vision and the process for the community development of Volcano. This plan also <br /> acknowledges the history of community input, making it a collaborative and inclusive approach <br /> that will continue as the plan is shaped and implemented in the coming years. <br /> The Volcano Long Range Plan is an action plan, tiered to the Puna Community Development <br /> Plan (PCDP) September 2008. The PCDP is a conceptual document that provides a framework <br /> for action at the community level, and is presented in three general categories: <br /> • MALAMA I KA 'AINA (Care of the Land) <br /> • MANAGING GROWTH <br /> • TRANSPORTATION <br /> Echoing the organizational framework of the PCDP, the VLRP addresses the three categories <br /> and offers responses to growth and development that consider the particulars of Volcano's <br /> setting. Appendix I lists actions needed to implement the plan. Appendix II is a series of Action <br /> Statements of one or two pages describing these actions and how they will be undertaken. <br /> Appendix III is a brief summary of the development of the VLRP. <br /> The VLRP promotes action in the areas of environmental quality and resource conservation, <br /> historic preservation and education, land use, agriculture and economic development, <br /> commercial growth, medical/health care and social services, public health, safety and <br /> sanitation, improvements in infrastructure, recreation, public transportation, roadway <br /> management, and pedestrian and bicycle travel. <br /> You will see throughout this plan the intention to live harmoniously within the native forest and <br /> to preserve the quality of the historic Village center. This includes guidelines for how the <br /> community can navigate new residential and commercial development while protecting the <br /> fragile natural environment and preserving historic development. <br /> Two special zone designations by County ordinance will promote the dual vision to protect <br /> natural and cultural environments. Designation of a Special Overlay District for the entire <br /> Volcano area would encourage property owners, residents, visitors, and developers to live <br /> harmoniously under the largely intact native forest canopy. <br /> 6 <br />
