AC Champion led effort to widen and improve the shoulders on Hwy. 132 between <br /> Hwy. 130 and the 4 mile marker to provide safer pedestrian and bike usage and to <br /> address hazards from the Albizia"tree tunnel" along the highway. <br /> B. HPP—Pathways Master Plan (PCDP 3.5.3d.3) <br /> AC Champion and HPPOA seek strategies to implement the June 2013 HPP <br /> Pathways Master Plan describing a network of pedestrian and bicycle pathways <br /> within HPP and with connections to Hilo. <br /> C. HWY 137—Red Road (PCDP 4.5.3f.5) <br /> AC Champion and local community effort to create scenic overlook pullouts and <br /> walking/biking pathways along the Red Road corridor: <br /> 14. Establish Hub and Spoke Public Transit System in Puna (PCDP 4.2.3b.4) <br /> Mass Transit Subcommittee formed to encourage planning and implementation of hub- <br /> and-spoke transit system and develop transit hubs in Kea`au, Pahoa, Volcano and Mt. <br /> View. <br /> 15.Designate Connecting Roadways in Puna Subdivisions (PCDP 4.3.3a.3 & 4.3.3a.5) <br /> AC Champions and community leaders established a Connectivity and Emergency <br /> Response Subcommittee of the PCDP AC in order to identify connectivity locations and <br /> to raise public awareness of emergency preparedness. <br /> 16. Designate Red Road (Hwy 137) as a National Scenic Byway (PCDP 4.5.3.f) <br /> AC Champion and community groups submitted an application to the State Department <br /> of Transportation for designation of the Red Road as a Scenic Byway. Application for <br /> designation was accepted and corridor management plan committee established to create <br /> a Red Road Scenic Byway Corridor Management Plan. <br /> 17. KAPONO (Kalapana-Kapoho) <br /> AC Champion initiated grass roots effort to encourage community participation in <br /> identifying and addressing community issues and concerns. Online survey conducted and <br /> KAPONO organization formed. <br /> PCDP PROJECTS NOT STARTED <br /> 1. Upgrade Wastewater Disposal Practices in Lower Puna (PCDP 2.3.3) <br /> Renew efforts to establish a plan for Kapoho Beach Lots subdivision that would produce <br /> appropriate wastewater management practices. <br /> 2. Secure Mobile telephone and Internet Service for all of Puna (PCDP 3.4.3.c) <br /> 3. Acquire and Develop Coastal Parks (PCDP 3.5.3.b; 3.5.3.c; 3.5.3.e) <br /> 4. Secure Land & Build Infrastructure for Farmers' Markets (PCDP 3.2.3.E <br /> 5. Articulate a policy that promotes Agriculture Tourism (PCDP 3.2.3.h) <br /> 5 <br />
