- WWD will be meeting with WWPS to address odor complaints of sewage at the plant. <br /> - There continues to be a concern regarding meeting the National Park Service requirements. <br /> 2. OPERATIONS: <br /> A. Unscheduled repairs/upgrades/replacement of failing equipment due to age and prolonged <br /> wear and tear continue at the HWWTP. <br /> 4. WASEWATER CAPITAL IMPROVEMENTS: <br /> C. North Kona Sewer&Effluent Reuse Upgrade: <br /> - DEM continues to wait for DOT's review of the MOU. <br /> E. Kealakehe Aeration Upgrade and Sludge Removal: <br /> - $16M is budgeted for the sludge removal project. <br /> - Bid process is on hold due to a current bid protest. <br /> F. Kealakehe WWTP Effluent R-1 Upgrade: <br /> - This project will follow the completion of the sludge removal project.. <br /> - DEM continues to work with Department of Parks and Recreation(DPR) and Queen <br /> Lili`uokalani Trust(QLT)to provide reuse water for the Maka`eo project. <br /> - DEM is also working with DPR to provide reuse water for the Kealakehe Regional Park. <br /> - Commissioner Randle requested continued briefings and phase summaries on the R-1 <br /> upgrades. <br /> H. Sewer Rate Study Update: <br /> - DEM plans to take request for sewer rate increase before the Council in early 2015. <br /> - The request would be for a gradual annual increase from the current$27/month to $45/month. <br /> Solid Waste Division <br /> 1. OPERATIONS <br /> - Removal of scrap metal from Hilo has been completed and WHSL scrap removal has begun. <br /> 2. ADMINISTRATION <br /> - The Division is making progress in the hiring of an Environmental Compliance position <br /> which will assist with various environmental compliance contracts and permit compliance <br /> issues. <br /> 3. SOLID WASTE CAPITAL IMPROVEMENTS <br /> - Wai`ohinu Transfer Station—Preliminary work has begun for issuing a design build contract <br /> for improvements to the Wai`ohinu Transfer Station. Reuse and recycling areas are being <br /> reviewed, along with the possibility that this transfer station could be used as a re-packing site <br /> for other nearby transfer stations. <br /> 4. COMPLIANCE <br /> - Transfer Station Permit Renewal applications are being prepared by a consultant for submittal <br /> to DOH. The renewal/modification applications will include expanded services at a number of <br /> transfer stations. <br /> - SWD has contracted with a firm to conduct landfill gas testing at the SHSL to remain in <br /> compliance with EPA Clean Air Act regulations. The testing should take place in July or <br /> early August. <br /> There are currently no uses for used tires in the State. On Oahu,tires are burned and used for <br /> electricity by AES. <br /> 5. RECYCLING SECTION <br /> - Due to the need for more mulch on the East side and an over abundance of mulch on the West <br /> side, some of the West side mulch supply has been moved to Hilo for availability to the <br /> residents. <br /> On Monday, a large contingent from Raiatea, Tahiti toured solid waste sites on the east side of the <br /> island. They shared that they are having solid waste issues and were interested in seeing how <br /> County of Hawai`i is an Equal Opportunity Provider and Employer. <br />
