k � <br /> How the request meets the following criteria: <br /> • 4A: The subject property has been in residential use since 1940. It is a 1.13 acre <br /> parcel cut off from a larger piece of land. It is approximately 19 miles from Hilo, <br /> � at an elevation of approximately 2300 ft, therefore it complies with 205n. There <br /> � will not be excessive night time illumination,just normal residential lighting. The � <br /> � use of the property for a professional building will extend approximately 100 feet <br /> � <br /> back from the front line, the rest of the property will continue to be agricultural. <br /> � According to 205.6 n special use permit is permitted for reasonable uses. A <br /> � dental office will help in many ways. It will serve an underserved area, as no dental <br /> • services are available from Kea'au to Naalahu. It will reduce traffic on the highway <br /> • from Volcano to Hilo, reduce vehicle pollution, motor and tire wear, and reduce fuel <br /> usage. <br /> � 205.17 (E), suggests that employment and economic development is one of the <br /> � considerations for a special use permit. This office will provide jobs and create <br /> � revenue for other local businesses such as dental labs, equipment and consumable <br /> � suppliers, etc. � <br /> � 205. 4.5(a) 8 suggests that restoration, rehabilitation, and improvement of <br /> � building or sites of historical or scenic interest is desirable. This building is a <br /> � classic plantation dwelling, built in 1940, and we are keeping all work done in the <br /> • character of the original construction. I will be maintaining the existing beautiful <br /> • palms and landscaping present. The back of the subject property will continue to be <br /> used for agriculture, an orchard has been planted, and I plan to reclaim the rest of <br /> � the property from the bushes and weeds that are encroaching. <br /> � 4B: The desired use will not adversely affect surrounding properties. Subject <br /> � property is on the west side of the highway surrounded on the south by a forest <br /> � reserve and on the north by a 28 acre agriculturally zoned parcel with an <br /> � unpermitted abandoned unsalvageable dwelling on it. Across the highway is another <br /> � forest reserve, approximately 100 ft. wide with large tracts of agricultural land <br /> • with no structures evident. <br /> � 40 There should be no additional burden on any public agency. By providing <br /> � healthcare services at this location, trnff is going into Keaau and Hilo should be <br /> � reduced. <br /> � <br /> 40-- Because of the substantial population growth of the Puna area, our need for <br /> � healthcare services in this area has grown proportionally. According to the 2005 <br /> � General Plan for the Puna District, Puna currently has health clinics in Pnhoa and <br /> • Kea'au, and this has not changed. <br />
