PUNA COMMUNITY DEVELOPMENT PLAN MANAGING GROWTH: 3.6 Energy Sustainability  Action 3.6.3.c (page 3-20) Promote energy efficiency standards for larger residences. Applicable standards <br />might include better insulation for the outer walls, low-emissivity windows and doors, reduction of roof heat gain, and use of energy-efficient appliances.  (3.6.1) Goals: a) <br />Puna has made significant progress towards achieving energy self-sufficiency by 2020. b) A significant percentage of Puna households continue to live completely or partially off the <br />electrical power grid. c) Puna lowers its dependence on fossil fuel as an energy source, becoming a demonstration area for alternative sources, systems and fuels. d) There are incentives <br />for the use of renewable energy sources. (3.6.2) Objectives: Promote use of solar technologies, such as solar water heaters and photovoltaic power systems. Employ energy-efficient <br />design standards for public building and residential development, including ventilation and cooling. Recognize, when establishing regulatory standards, that while energy efficiency yields <br />long-term cost savings for low-income households, it may impose added initial construction cost on housing. Accordingly, reduced property tax assessments for self-powered homes and <br />businesses should be implemented.
