ENVIRONMENTAL MANAGEMENT COMMISSION MINUTES August 27, 2014 Aupuni Center Conference Room, 101 Pauahi Street, Hilo, HI Sort Station and South Hilo Sanitary Landfill, Hilo, HI COMMISSIONERS ALSO PRESENT: Anne Lee, Chair PRESENT: Joy Cash Thom Randle, Vice Chair Nancy Cook -Lauer Jeffry Fear Christine Dochin Bruce Lim Elaine Warner (joined at Site Visits) Trina Nahm -Mijo Susie Osborne STAFF: BJ Leithead Todd, Director Sherm Warner Sharron Henry, Secretary Amy Self, Deputy Corporation Counsel 1. CALL TO ORDER & ANNOUNCEMENTS: Commission Chair Anne Lee called the meeting to order at 9:08 a.m. and announced the location of the site visits during this meeting. 2. APPROVAL OF MINUTES OF JULY 23, 2014 MEETING: Commissioner Susie Osborne moved to approve the July 23, 2014 minutes as written. Commissioner Thom Randle seconded the motion. Motion passed unanimously with members present: Fear, Lee, Lim, Nahm -Mijo, Osborne, Randle and Warner voting yes. 3. APPROVAL OF ADDENDUM AND/OR SUPPLEMENTAL AGENDA: None 4. STATEMENTS FROM THE PUBLIC ON ITEMS LISTED ON AGENDA: Christine Dochin of Pacific Waste provided additional information on School Recycling. - Mixed paper and cardboard recycling are currently included in the rubbish contracts for South Hilo and Kona public schools. - Recycling bins are furnished at no charge to other public schools and are maintained by the schools. - Director Leithead Todd suggested the commission submit letters to the Department of Education and the Board of Education requesting that recycling be expanded through all Big Island schools on future contracts. This item will be added to the September agenda. Joy Cash expressed that she would like to see more chippers added to mulch and compost green waste debris from Tropical Storm Iselle ( Iselle). She was assured that the County was working with the State Department of Health and County Department of Public Works in hauling and mulching the debris. The commission will assist the department in working to identify safety risks to public health; requesting the State Legislature to fund programs to eradicate, control and maintain hazardous trees such as the Albizia that caused a great amount of damage during Iselle. This item will be placed on the next agenda for further discussion. 5. CORRESPONDENCE /REPORTS /DISCUSSION: ■ Director's Report (attached to original minutes): ISELLE INFORMATION: - The department participated in a mock hurricane drill in June with Civil Defense, National Guard and HELCO readying for the hurricane season which assisted the county in their efforts during County of Hawaii is an Equal Opportunity Provider and Employer.
