Salary Commission <br />February 26, 2014 <br />Proposal #1: In the "Comments" column, the Managing Director's salary <br />is 5% lower than the Mayor's salary, and the Deputy Managing Director's <br />salary is 5% lower than the Managing Director. Also, the Parks and <br />Recreation Director's salary is equal to the salaries of the Directors of <br />Housing, Planning, and Human Resources. The Parks and Recreation <br />Deputy Director's salary is equal to the salaries of the Deputies of Planning <br />and Human Resources. <br />Mr. Sumja inquired how she came about with the specifics and Ms. Toriano gave <br />the following example: <br />In Proposal #l, the Mayor's proposed salary is $115,758, which represents <br />an increase of $6,606, which is 5% over his current salary. In Proposal #2, <br />the Mayor's proposed salary is $130,818, which is the current salary of the <br />Chief of Police/Fire. <br />Mr. Sumja inquired whether there would be a problem with the Mayor, where he <br />wanted to donate his salary increase to charity. <br />Ms. Toriano replied that it's difficult to speak for the Mayor as she hadn't <br />discussed this with him. It's her understanding that the budget is always a big <br />concern for him. As far as how his salary was adjusted, she has mentioned to him <br />that we are looking at the position rather than the incumbent. <br />Mr. De Lima stated that the Fire Chief, Police Chief, and the Environmental <br />Management Director are served by Commissions and have already received an <br />adjustment to their salaries. He can't get around the differences between the <br />various Cabinet positions, for example, the Planning Director versus the <br />Environmental Management Director, or the Housing Administrator versus the <br />Environmental Management Director. Also, there're the Directors of Liquor <br />Control, Information Technology, and Parks and Recreation who are earning less <br />than other Cabinet positions. <br />Mr. De Lima referenced the handout entitled, "Salary and Wage Commission <br />Information — Personnel Perspective by Clayton Honma" concerning the Parks and <br />Recreation Department (SEE ATT. Q. They are one of the largest departments <br />who have the most demanding position in terms of dealing with the public. The <br />public expectations are high given the fact that many of our citizens work two jobs <br />and the little time that they have is usually spent in our County parks. He's in <br />support of trying to equalize the compensation between Cabinet positions, and <br />asked why this department was on the lowest tier of compensation. <br />Page 4 <br />
