<br />After much discussion, the Committee did not support a motion to completely change the <br />39 <br />Action Committee’s name. However, Kit Roehrig made a motion proposing that the Action <br />40 <br />Committee add an also known as name “Hui Kuleana o Kohala Hema” to the formal South <br />41 <br />Kohala Community Development Plan Action Committee name and take the necessary steps to <br />42 <br />implement the name addition. The proposed name means “Hui” association/organization <br />43 <br />“Kuleana” concerned/authority/interested, and Kohala Hema” South Kohala. Jojo Tanimoto <br />44 <br />seconded, motion passed (Aye – Kit Roehrig, Jojo Tanimoto, Roger Harris, John Mueller, John <br />45 <br />Hoover, Joel Cohen; Abstain – Fran Tabor) <br />46 <br />The Committee asked that Kit follow-up with the County to see what steps or what process <br />47 <br />there is to add an “AKA” and report back to the AC. <br />48 <br /> Report Regarding the Hawai‘i Congress of Planning Officials Conference <br />f. - <br />49 <br />Fran Tabor, Jojo Tanimoto and Roger Harris provided the AC with a brief report of their <br />50 <br />activities at the conference. The food was excellent, the programs were very good, and <br />51 <br />everyone enjoyed themselves. Some of the seminar events or presentations are as follows: <br />52 <br /> <br />i.Effects of Ocean Rise – NOAA discussed the rate that the oceans are scheduled to rise and <br />53 <br />called the various Planning Departments of the State to action, to start planning now. More <br />54 <br />frequent and stronger storms will be in our future, which will compound the effects of the <br />55 <br />ocean rise. <br />56 <br /> <br />ii.The Mayor’s speech emphasized the “can do” attitude. He encouraged the audience to not <br />57 <br />say “no” but to work towards being able to “make it happen”. He also supported the <br />58 <br />importance of engaging the community in the planning and development process. <br />59 <br /> <br />iii.Na Ala Hele Trails Program – there was a good presentation on the trail system. Providing <br />60 <br />information regarding the difference between private/public landownership and how the trail <br />61 <br />system is impacted. <br />62 <br /> <br />iv.Complete Streets. – This is a multi-modal transportation system, which provides for <br />63 <br />pedestrian, bicyclist, and vehicular driver. The complete streets can incorporates street trees <br />64 <br />(depending on where the street is located). Kauai is doing a great job in implementing the <br />65 <br />program. Fran provided the AC with the examples provided by the Kauai Planning <br />66 <br />Department as to how they are defining and implementing their complete street program. <br />67 <br />John Mueller asked if the Chair and staff to work on getting a presentation on the Complete <br />68 <br />Streets program. <br />69 <br /> <br />2.Sub-Committee Reports. <br />70 <br /> Permit Activity Comments from Action Committee <br />a. – <br />71 <br />SUB-13-001289; Consolidation/Re-Subdivision Permit Application; Location: Lalamilo, <br />72 <br />Waimea, South Kohala; Land Area: 3.195 acres; No. of Lots: 2; Size of Lots: 1.872 & 1.323 <br />73 <br />acres; Applicant: STATE-DLNR, Land Division/County-DWS; Tax Map Key: 6-6-001:011 & <br />74 <br />070. <br />75 <br />The Waimea Subcommittee did not have any comments to forward to the County.
