After much discussion, the Committee did not support a motion to completely change the 39 Action Committee’s name. However, Kit Roehrig made a motion proposing that the Action 40 Committee add an also known as name “Hui Kuleana o Kohala Hema” to the formal South 41 Kohala Community Development Plan Action Committee name and take the necessary steps to 42 implement the name addition. The proposed name means “Hui” association/organization 43 “Kuleana” concerned/authority/interested, and Kohala Hema” South Kohala. Jojo Tanimoto 44 seconded, motion passed (Aye – Kit Roehrig, Jojo Tanimoto, Roger Harris, John Mueller, John 45 Hoover, Joel Cohen; Abstain – Fran Tabor) 46 The Committee asked that Kit follow-up with the County to see what steps or what process 47 there is to add an “AKA” and report back to the AC. 48 Report Regarding the Hawai‘i Congress of Planning Officials Conference f. - 49 Fran Tabor, Jojo Tanimoto and Roger Harris provided the AC with a brief report of their 50 activities at the conference. The food was excellent, the programs were very good, and 51 everyone enjoyed themselves. Some of the seminar events or presentations are as follows: 52 i.Effects of Ocean Rise – NOAA discussed the rate that the oceans are scheduled to rise and 53 called the various Planning Departments of the State to action, to start planning now. More 54 frequent and stronger storms will be in our future, which will compound the effects of the 55 ocean rise. 56 ii.The Mayor’s speech emphasized the “can do” attitude. He encouraged the audience to not 57 say “no” but to work towards being able to “make it happen”. He also supported the 58 importance of engaging the community in the planning and development process. 59 iii.Na Ala Hele Trails Program – there was a good presentation on the trail system. Providing 60 information regarding the difference between private/public landownership and how the trail 61 system is impacted. 62 iv.Complete Streets. – This is a multi-modal transportation system, which provides for 63 pedestrian, bicyclist, and vehicular driver. The complete streets can incorporates street trees 64 (depending on where the street is located). Kauai is doing a great job in implementing the 65 program. Fran provided the AC with the examples provided by the Kauai Planning 66 Department as to how they are defining and implementing their complete street program. 67 John Mueller asked if the Chair and staff to work on getting a presentation on the Complete 68 Streets program. 69 2.Sub-Committee Reports. 70 Permit Activity Comments from Action Committee a. – 71 SUB-13-001289; Consolidation/Re-Subdivision Permit Application; Location: Lalamilo, 72 Waimea, South Kohala; Land Area: 3.195 acres; No. of Lots: 2; Size of Lots: 1.872 & 1.323 73 acres; Applicant: STATE-DLNR, Land Division/County-DWS; Tax Map Key: 6-6-001:011 & 74 070. 75 The Waimea Subcommittee did not have any comments to forward to the County.
