<br />Hawaii Game Management Advisory Commission Meeting <br />Minutes – September 15, 2014 <br /> <br /> <br />IV. APPROVAL OF MINUTES: July 21, 2014 <br />Action: W. Camara moved to accept the minutes as circulated; seconded <br />by D. Yoshina. Motion carried unanimously by voice vote. <br /> <br />T. Sylvester: Palikapu Dedman concern was not clearly stated in minutes. He is <br />concerned about their traditional and customary practices being met if the forest <br />eventually becomes fenced and eradicated of pigs. P. Dedman asked to be <br />placed on the agenda and was not. <br />Correction to Dustin Wamar’s name, he made a good point about folks hunting <br />illegally and no one is checking licenses. <br />Suggest that there should be a follow-up with DOCARE whenever a question <br />comes up during a GMAC meeting. <br /> <br />Chair Lodge asked Steve Bergfeld Hawaii Branch Manager of Forestry and <br />Wildlife if they are checking for licenses. <br /> <br />Steve Bergfeld said generally the gates are opened and we let people go in and <br />hunt – that’s a six-month opening, six-month closed. One does not need a <br />hunting license to access that road in. <br /> <br />Dustin Wamar: DOCARE is allowing a poacher who has no license to hunt with <br />hunters that hunt legally. Why not check for license at the entrance instead of <br />waiting until the person comes out with a bag of meat. It appears to be <br />entrapment. <br /> <br />C. Masuda, Corp Counsel: The topic that commissioner Sylvester brought up <br />was for clarification of the minutes and to add to future agenda items. <br />What this clarified of what’s happened last time and what should be on the <br />minutes – that’s fine. But when start discussing the actual item – since it’s an <br />item that probably affects the majority of people, it’s not something you can do <br />without a 2/3rds votes amend the agenda, OK? Even with 2/3rds vote you <br />cannot amend the agenda cause it’s a matter of particular importance to a <br />majority of the people, I would assume, in this kind of situation. So as far as <br />discussion further, although you had some responses already, especially if you <br />go on the official response from DOCARE conservation side of DLNR, then that’s <br />a matter you should put on to the next agenda. <br /> <br />Minutes will be sent out one week before the meeting to allow time for review by <br />commission members. <br /> <br />Action: D.
