A good faith agreement <br />is being discussed with the developer regarding giving an easement from <br />the Ala Loa trail to the ocean. No settlement yet on the good faith <br />agreement; Joe said that the subcommittee meets on the first Wednesday <br />of the month at the North Kohala Senior Center at 4:30pm <br />c. <br />Water, Parks ad Road Improvement – John Winter reported for the <br />n <br />subcommittee and provided a handout with his report. John said that the <br />subcommittee will submit a report to the Action Committee that will <br />summarize the water issues. John also reported on the Hisaoka Gym and <br />said that the goal is to request that the roof be repaired and structured to <br />accommodate both photovoltaic and catchment water systems. John said <br />that the green waste subcommittee is looking for volunteers. <br />In regards to roads, Jojo Taniomoto made an announcement that the <br />Kawaihae road bypass is on the Statewide Transportation Improvement <br />Program (STIP) program and that the State Department of Transportation <br />will be holding a meeting Wednesday at the Kona Outdoor Circle. <br />d. <br />Power, View lanes and Erosion Control –Susan Fischer said that the <br />P <br /> <br />subcommittee is being asked to help with erosion control ideas at the <br />north side of the gulch before you get to Kawaihae where there is a 14 <br />acre parcel. Carter Collins, a subcommittee member, provided a report on <br />solar powered bikeways that is a technology that could be used to <br />construct a bikeway for use during the day and night along Akoni Pule <br />Highway. Carter said it includes solar panels with water catchment <br />systems that would pump water north or south as needed to create <br />opportunities for agriculture. <br /> <br />e. <br />Affordable Housing – No report. <br />f. <br />Agriculture – Frank Cipriani reported that the subcommittee is continuing <br />to work on the important agricultural land (IAL) initiative and that the <br />Trumpy IAL petition will be submitted this month. Frank reported that the <br />Hoea Makai project, a strategically sited agriculture project for ocean <br />energy and freshwater aquaculture is ongoing. Frank said he wants to do <br />a soils testing program over a period of three months to analyze the <br />effects of soil refurbishing.
