<br /> <br />Report on the Aha Moku System of natural resource management: <br /> <br />Fred Cachola, a subcommittee member, provided a brief report on a <br />meeting that he and Joe Carvalho attended in Kona regarding the Aha <br />Moku system, a natural resource management program that incorporates <br />cultural practices, and is divided into six Moku for administrative <br />management on the Island of Hawai‘i. Fred said that it is an advisory <br />council to the Department of Land and Natural Resources and at the <br />meeting they were asking if the if they wanted to form an advisory council <br />on the island of Hawai‘i. <br />c. <br />Water, Parks and Road Improvement – John Winter reported for the <br />subcommittee and said that the Department of Water Supply has set a <br />moratorium on new water meters and discussed how that effects new <br />applications for subdivisions. John also said that the subcommittee is <br />working on a report on their work with the Department of Water Supply. <br />John said that there is a new subcommittee working on the green waste <br />project. <br />d. <br />Power, View Planes and Erosion Control – Toni Withington provided a <br />brief subcommittee report on Upolu Point and their efforts on soil erosion <br />control and said that a portion of grant monies from the Hawai‘i Tourism <br />Authority are being used for that project, and that some of the monies are <br />being used for signage for access. Susan Fischer also reported on <br />erosion control efforts by the subcommittee and said that they are <br />continuing their work on sedimentation basins with a long term goal of <br />sedimentation basins used instead of dry wells. <br />e. <br />Affordable Housing – Collin Kaholo reported that the subcommittee is <br />looking at agricultural types of housing and has found that questions start <br />with available land and water. Collin said that water commitments are <br />needed to move forward on subdivisions. <br />f. <br />Agriculture – Frank Cipriani reported that the subcommittee is continuing <br />to work on the important agricultural land (IAL) initiative and that the <br />Trumpy IAL petition has been drafted and forwarded to the County. Frank <br />reported that the subcommittee is waiting on a response from DLNR on <br />the Hoea Makai project, a strategically cited agriculture project for ocean <br />energy and freshwater aquaculture. Frank said funds have been raised <br />for the Kohala High School to sustain the aquaculture program. Frank <br />said that he is looking for people from the community to attend his <br />subcommittee meetings and to help work on projects. <br /> <br />V.
