<br /> <br />b. <br />Public Access – Keone MacKillop provided the subcommittee report and <br />said that there are efforts underway to purchase lot 7 at Hapu’u with <br />legacy land funds; at the Kauhola Lighthouse, the beach was cleaned up <br />by volunteers; at Upolu East, there is work being done on the easement <br />by EWM and the County; at Poloholo, a walk-thru was conducted that was <br />coordinated by the County and other agencies; and there were more <br />discussions with EWM regarding the Kohala Kai proposed public access <br />easement. <br /> <br />c. <br />Water, Parks and Road Improvement – John Winter reported that Pratt <br />Road is being looked at as a possible emergency bypass road, (identified <br />as Strategy 4.6 in the NKCDP) and that they are trying to get input; a <br />parking lot is being looked at for Pololu look-out; the subcommittee is <br />continuing their work on water issues with the Department of Water <br />Supply; and the subcommittee is working a green waste facility, in <br />coordination with the County. <br />d. <br />Affordable Housing – No report. <br />e. <br />Power, View Planes and Erosion Control – Susan Fischer reported that <br />the subcommittee met twice since the last AC meeting, and that the <br />subcommittee meets on the second Wednesday of the month. Susan said <br />they discussed rural infrastructure standards and website accessibility <br />issues and how to get the NKCDP and visual documents on a website. <br />f. <br />Agriculture – Frank Cipriani reported that for the Important Agricultural <br />Land designation he is working with Daniel Trumpy on his application and <br />is seeking help to streamline the process; Frank said that he has not <br />heard back on the application for the project on strategically cited <br />agricultural lands; he said that the aquaculture program at the high school <br />is ongoing and funding is underway to start a fish farm; and Frank said he <br />is seeking community involvement in the agriculture subcommittee. <br /> <br />V. NEW BUSINESS <br /> <br />A. The AC will consider creating investigative subcommittees. <br /> <br />The AC discussed the Planning Department letter dated November 25, <br />2013, regarding standing versus investigatory subcommittees and it <br />was discussed whether the AC was not considering creating <br />investigatory subcommittees at this time. The Chair, John Winter <br />mentioned that a majority of the work gets done in the subcommittees. <br /> <br />B. The AC will review a draft letter to the Planning Director regarding rural <br />infrastructure standards per NKCDP Strategy 4.8. <br /> <br /> 2 <br /> <br />
