<br />WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAI‘I <br /> <br />MINUTES <br />OCTOBER 2, 2014 <br /> <br />The Windward Planning Commission met in regular session at 9:00 a.m. in the County of <br />Hawai‘i, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawai‘i, with Chairman <br />Myles Miyasato presiding. <br /> <br />COMMISSIONERS PRESENT: Myles Miyasato, Charles Heaukulani, Gregory Henkel, Donald <br />Ikeda, Raylene Moses, and Stephen Ono. <br /> <br />ALSO PRESENT: Duane Kanuha (Planning Director), Margaret Masunaga (Deputy <br />Corporation Counsel for the Windward Planning Commission), Daryn Arai (Planning Program <br />Manager), Jeff Darrow (Staff Planner), Maija Jackson (Staff Planner), Christian Kay (Staff <br />Planner), and Sarah Hata-Finley (Commission Secretary). <br /> <br />A quorum was present. Chairman Miyasato introduced staff and Windward Planning <br />Commissioners to members of the public and went over the procedure for public testimony. <br /> <br />STATEMENTS FROM THE PUBLIC – No statements were presented under this section of the <br />agenda. <br /> <br /> <br />1.APPLICANT: ĀHUALOA LAND COMPANY (REZ 14-178) <br />Application for a Change of Zone from an Agricultural 40-acre (A-40a) to an Agricultural <br />5-acre (A-5a) district for 67.649 acres of land. The property is located on the mauka side of <br />Hawai‘i Belt Road, between Hawai‘i Belt Road and Old Māmalahoa Highway, <br />approximately 0.7 miles east of the Mud Lane–Hawai‘i Belt Road intersection and between <br />Mile Marker 51 and 52, Kapoaula, Kamoku, Hāmākua, Hawai‘i, TMK: 4-7-007:042. <br /> <br />At 9:01 a.m., Chairman Miyasato announced that this application has been continued. <br /> <br /> <br />2.APPLICANT: MARK G. JERNIGAN (SPP 09-081) <br />Request to amend Condition No. 2 (life of permit) of Special Permit No. 09-000081, that was <br />originally approved to allow the removal of cinder on 43,608 square feet of land situated <br />within the State Land Use Agricultural District. Specifically, the amendment seeks a 5-year <br />extension to the life of the permit.
