Both community associations and private/non-profit enterprises agreed that <br /> creating a village center is more beneficial than allowing random and unplanned commercial <br /> development through Special Permits. This would not only keep businesses together in the Pahoa <br /> service area, but it will also increase the sense of community and provide greater security. <br /> Attached are the responses we received from both community associations and private/non-profit <br /> enterprises.
