t <br />A. Develop and implement a computer tracking system for County vehicles <br />within significant departments and /or County -wide. Mileage reports are <br />to be mandated and timely. <br />B. Modify overly burdensome form policies within County departments to <br />increase the flow of communication. <br />C. Add a bus line for the Kona - Kealakehe- Airport corridor. This region also <br />includes the West Hawaii Civic Center, Honokohau Harbor, the new <br />Kaiser Permanente building, and the planned West Hawaii Community <br />College at Palamanui, on schedule to open for the fall of 2015 to serve <br />approximately 700 students. <br />D. Implement a vehicle pool program, using computer /internet based <br />reservation system to reduce number of department fleets and gain <br />improved efficiency of vehicle use. <br />E. Allocate funds from the general operating budget to purchase <br />personnel /HR software to accurately and efficiently manage County <br />employee /personnel records /actions and time sheet submission /payroll <br />processing. <br />F. Explore a flexible schedule model for employees. <br />G. Explore use of debit and credit cards at the Department of Motor Vehicles. <br />H. Explore the implementation of employee punch clocks. <br />Explore the implementation of a County of Hawaii information hotline. <br />Explore combining Hawaii County and West Hawaii bands or contracting <br />to non - profit to oversee. <br />K. Suggestions for improving County of Hawaii communications with public. <br />L. Explore the possibility of shortening police reports for minor traffic <br />incidents. <br />M. Explore system to make arrests processing faster. <br />N. Explore possibility of implementing fix it tickets /citations for traffic offenses <br />and adjust officers monthly ticket goals. <br />7.
