th <br />KAY: Sure. It was as written in the email that went out November 18, but I will re-read them for <br />the record. The Condition No. 6 talking about, as currently written, to omit “emergency lighting” <br />on Line 5, so Condition 6 will read, “Sound levels shall follow Department of Health rules for <br />residential areas (55 dBA daytime), HAR, Title 11, Chapter 46 (Community Noise Control). As <br />represented by the applicant, there shall be no sirens,” now omit “or emer-,” I’m sorry, “no sirens or <br />emergency lighting on the proposed VAG. Furthermore, emergency vehicles shall be prohibited <br />from using sirens,” and then what we are omitting is “or emergency lighting,” “within the Anekona <br />Estate, ‘Ōuli, or Kānehoa subdivisions unless the emergency is within the subdivisions.” <br /> <br />And then the proposed language for Condition 7 is, “Training of Bravo 9 volunteer firefighters shall <br />take place no more than five times a month and be limited to the hours between 8:00 a.m. and 7:00 <br />p.m., provided that there will be no more than three hours of training on any particular day.” <br /> <br />BEAUDET: Applicant, does that follow with -? <br /> <br />MOOERS: Yes. <br /> <br />BEAUDET: But I have a question on the change for Condition 6 relative to emergency lighting, <br />because I thought the applicant said that anytime the vehicle is in motion its lighting needs to be on. <br />So you said omit “emergency lighting.” <br /> <br />KAY: I’m sorry, there are -. Yeah. <br /> <br />ARAI: Just to clarify, the applicant’s email indicated that he would like to remove the word <br />referencing emergency lighting on Line 5 of Condition 6; because on Line 5 the emergency lighting <br />makes reference to the emergency vehicles; on Line 3 where it makes reference to emergency <br />lighting again, that’s actually on the proposed access, vehicle access garage. So we would like to <br />see the restriction continue to be applied to the vehicle access garage but not to the use of the <br />emergency vehicles. I hope that clarifies it for you. <br /> <br />BEAUDET: Yeah, it’s clear now. Thank you. <br /> <br />MOOERS: Chairman Beaudet? <br /> <br />BEAUDET: Yes. <br /> <br />MOOERS: Chief Honda just made a point, and I think it may be something we want to include, I <br />think we may be overlooking this on Condition 7, when we are talking about the constraints on the <br />training of 9 Bravo, is what we are talking about is training here on this site; in other words, if they <br />train somewhere else, if they get called in to Hilo for some special training or something, then that <br />wouldn’t constrain it. I think what we are worried about is impact from the neighborhood. So I <br />don’t know if staff can recommend some, maybe where it says, “shall take place,” can we say, “on <br />the subject property no more than five times” so that it’s clear that if they get called to another <br />station or to Hilo, that they can train there? We are basically talking about we are not going to use <br />this site for training. <br /> <br />KAY: May I suggest that “On-site training of Bravo 9 volunteer firefighters” and then the rest <br />continues? <br />6 <br />EXHIBIT C <br /> <br />
