Application for Change of Zone — TMK (3)1 -8- 005:133 <br />Harry & Sandy Freitas <br />support the desired quality of life for Puna's residents. Four major <br />elements are identified and assigned goals, objectives and actions: <br />a. Land Use Pattern — LUPAG designates the subject parcel as <br />"Important Agricultural Land ". The proposed change of zone <br />would be consistent with this designation. The proposed <br />subdivision would also be consistent with the following goals of <br />the CDP: 1) lands for agricultural use would be preserved; 2) Puna <br />agricultural products represent an increasing local market share; <br />and 3) opportunities for diversified agricultural. <br />b. Social Services and Housing — the proposed change of zone and <br />subdivision is not expected to have a significant impact on local <br />social services or housing as owners of the new lots would build <br />their own farm dwellings. <br />C. Public safety and sanitation services — the subject parcel is located <br />in an area where basic infrastructure is available. <br />d. Parks and recreation - the proposed change of zone and subdivision <br />is not expected to have a significant impact on any park or <br />recreational resource. <br />e. Energy sustainability — Applicants are considering the use of <br />photovoltaic cells on the rooftops of farm dwellings constructed a s <br />a result of the proposed subdivision to lessen the energy impact <br />from the creation of additional lots. <br />3. Transportation focuses on sustainable approaches to transportation to <br />support the goals of the two above themes. The subject parcel is currently <br />access by Psyzk Road, a modest standard road. The Applicants would <br />continue to utilize that road. As noted within the Property deed, access for <br />the Property is available via Kopua Road, however, this road is a paper <br />road and should the County develop this roadways the Applicants will <br />cooperate with the County to provide the appropriate set -aside and right - <br />of -way for access the Property <br />Page - 9 - <br />
