<br />WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAI‘I <br /> <br />HEARING TRANSCRIPT <br /> DECEMBER 4, 2014 <br /> <br /> STEPHEN SHROPSHIRE, <br />A regularly advertised hearing on the application of <br />SHROPSHIRE GROUP, LLC (SMA 14-058) <br />was called to order at 9:04 a.m. in the County of <br />Hawai‘i Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawai‘i with Chairman <br /> <br />Myles Miyasato presiding. <br /> <br />COMMISSIONERS PRESENT: Myles Miyasato, Charles Heaukulani, Gregory Henkel, Donald <br />Ikeda, Raylene Moses, and Stephen Ono. <br /> <br />ALSO PRESENT: Duane Kanuha (Planning Director), Danny Patel (Deputy Corporation <br />Counsel for the Windward Planning Commission), Jeff Darrow (Staff Planner), Sarah <br />Hata-Finley (Commission Secretary), and Melissa Dacayanan (Planning Commission Support <br />Technician). <br /> <br />And approximately 18 people from the public in attendance. <br /> <br />APPLICANT:STEVEN SHROPSHIRE, SHROPSHIRE GROUP, LLC(SMA 14-058) <br /> <br />Application for a Special Management Area Use Permit to allow the consolidation of 4 lots and <br />its subdivision into 10 lots and a road lot with related improvements. The subject property is <br />located along the north (makai) side of the Hawai‛i Belt Highway (State Highway 19) fronting <br />the Mile Marker 19 at Waikaumalo, North Hilo, Hawai‘i, TMK: 3-2-005:002, 003, 004 & 005. <br /> <br />MIYASATO: The first item on today’s agenda is Steven Shropshire. <br /> <br />DARROW: Thank you, Mr. Chair. Good morning Members of the Planning Commission. I’d <br />like to take a moment to welcome our new Corporation Counsel, Danny Patel. You’re a brave <br />man. Welcome. Thank you for assisting us in our matters here. We’re gonna look forward to <br />getting counsel from you in the future. Thank you. <br /> <br />If I can direct your attention to our presentation this morning. Our first applicant is Steven <br />Shropshire of Shropshire Group, LLC. Just for reference, the area of this subject application is <br />within the North Hilo District of Hawai‛i. More specifically, we’re looking in the Nīnole area. <br />This is just before the first gulch on Highway 19 as you’re heading towards Waimea. The white <br />line for reference is the Hawai‛i Belt Road or Highway 19. The exact location is actually <br />fronting the 19-mile marker along Hawai‛i Belt Road. <br /> <br />This is a closer view. This is a map of the County zoning. Again, this is of the Nīnole area. The <br />colors on the map represent the different types of County zoning. Just for reference, the dark <br />green represents Agricultural – 20 acres. The lighter green and the—is Agricultural – 5 acres, <br />and the little shade of darker green is Agricultural – 1 acre. The orange color is actually <br />Residential – Agriculture, or Rural type, .5 acres, so it means that the minimum lot size is a half <br />1 <br />EXHIBIT A <br /> <br /> <br />
