Communication No. 2015 -5 <br />MOUNTAIN VIEW VILLAGE PLANNING GROUP <br />January 29, 2015, 6:00 pm <br />Mountain View Elementary School Cafeteria <br />MEETING SUMMARY <br />In attendance: Susan Langer, Hannah Hedrick, Patti Pinto, Heidi Hutchinson, Peggy Gentle <br />We discussed recent items of interest. Hannah shared about the Volcano Long Range Plan meeting the <br />previous evening. Hannah reported that they appeared to get bogged down in trying to deal with side <br />details. We discussed the subdivision of the 50 acre parcel on Peck Rd. Our consensus was in <br />agreement with the decision of the Action Committee. We also discussed the problem of additional <br />businesses that are accessed via Highway 11 and the problem of growing traffic hazards in Mountain <br />View. Of note, the propane business, although technically being accessed from the Village Loop, the <br />traffic is actually turning and traffic backing up for turns on the Highway. As this business is near the <br />Post Office, it exacerbates the already dangerous conditions on the Highway. Also mentioned were the <br />additional proposed businesses on Highway 11 north of the Kulani intersection, a certified kitchen and <br />large church. We are greatly concerned about more businesses being allowed to access Highway 11. <br />Review of Accumulated Work <br />Three additional summarizations of survey questions were added to our Survey Summary. We need to <br />get the summary written by Sarah Shiraki and add it to our Summary. We are satisfied with our current <br />summary as ready to be included in the Mountain View Village Plan. <br />Mountain View Assets in writing so far, a road inventory, Water Supply, and Telephone and Internet <br />Services. Susan agreed to interview staff at Mountain View Elementary, Heidi will conduct the <br />interview at Na Wai Ola. We agree that our work to date on the asset survey will require additional <br />data. <br />We reviewed our reporting from the Culture and History Committee. The report is as comprehensive as <br />we can make it and in combination with the photo library we have scanned it will make an excellent <br />section. <br />We discussed the ultimate format for our Plan being a website. <br />Format for Our Plan <br />After discussion, we decided to make our Plan follow the format of the PCDP. Patti volunteered to pull <br />the relevant sections from the PCDP (sections 3 & 5) and to collate these with our survey responses. We <br />decided to have a less formal meeting in February to digest this work and to resume our regular schedule <br />of meetings in March. <br />Design Guidelines <br />We reviewed the Pahoa Design Guidelines. Although it does appear to require further discussion we <br />decided that we need to pare these down to meet our needs (being less restrictive than those of Pahoa) <br />and to determine where they need to be applied in Mountain View. We discussed the very real need to <br />have signage regulations as our Village is bisected by Highway 11 and there is real possibility for sign <br />abuse in our Village. <br />We adjourned at 7:30 pm <br />NEXT MEETING: THURSDAY, MARCH 12TH, 6:00 PM, MOUNTAIN VIEW SCHOOL <br />CAFETERIA <br />
