<br />Mr. Adams: No, I’m okay with that. I think we’re good with that. I just want <br />to make sure we’re okay with anybody can come in and … <br /> <br />Mr. Balsis: I have one question and that is, I see your point in terms of having <br />people being residents, but there may be non-residents who do <br />business here. At the same time your exaggerated example, but yet <br />it can be applicable. Someone like an Osama or Sadam coming in <br />to make a petition and he has no business or interest in the State or <br />County of Hawai‘i. So I’ll make the question, should it be <br />amended to people having residency or some interest in the State <br />or the County? <br /> <br />Mr. Adams: The rules do provide for the Board to have discretion in accepting <br />petitions, right? The Board for good cause, I don’t even know if <br />it’s for good cause actually. I think the Board can say we’re not <br />going to take this petition, right? By and large what the Board has <br />done in the past is that somebody provides a petition, they’re going <br />to listen to it and then move forward from there. I just want to <br />make sure since this is clearly the extremes is what I’m talking <br />about. <br /> <br />Mr. Henricks: I think we should leave it be because I think once we start defining <br />it, we start getting into trouble. The fact that we can back out after <br />they submit it, leaves us an escape _____ you know get away from <br />it, if Osama did come up and put one in we can all say we don’t <br />want to hear it. <br /> <br /> Mr. Balsis: I tend to agree with that. <br /> <br />Ms. Kahakalau: And you can have a foreign national who’s a property owner. One <br />of those issues that happened in Kona, I mean that could happen to <br />a foreign national. So they should have the right to come if any <br />employee in the County has done something that they shouldn’t do <br />or even if there’s a question about it, they should have that <br />opportunity to be heard. <br /> <br />Mr. Henricks: Even visiting tourists should have an opportunity to be heard if <br />they’re being, someone gives them a bad time on the County parks <br />or an employee. <br /> <br />Mr. Adams: Okay, thank you. Some of the other items in here I will update to <br />include electronic means. For example, availability of information <br />to the public is primarily, you can go to the library or there’s a hard <br />copy available here. When of course we know that much of what’s <br />available now is electronically available too. <br />3 <br /> <br /> <br />
