<br /> <br /> <br /> Letter dated January 2, 2014 from the Finance Director outlining the policy <br />and procedures are followed specifically. <br /> <br />Mr. Matsuda reported the following on overtime: <br /> <br /> <br /> Afforded to fire personnel when and where needed. Time sheets are <br />completed daily and hours are verified and approved by the supervisor <br />confirming the overtime worked. <br /> <br />Mr. Matsuda reported the following on finance: <br /> <br /> <br /> Fire Department gets its revenues from grants written by the Fire Department, <br />which are less than 10% and 3 ½% of real property tax revenues. <br /> <br /> Since Chief Rosario took office in 2011, about two (2) fire trucks are replaced <br />per year. To date, a total of at least eight (8) fire trucks have been replaced. <br />This year, the fire trucks in Kea‘au and Honoka‘a will be replaced. <br /> <br /> Cost savings are achieved by use of volunteer fire fighters in 15 different <br />locations on the Big Island. <br /> <br /> Chief Rosario suggested consolidating the Fire and Police Department’s <br />mechanic shop to save on expenditures and could be located at the elderly <br />housing located on Mohouli Street. <br /> <br />Mr. Matsuda reported the following on technology: <br /> <br /> <br /> Would like to have an MDX tracker as an additional tool to help fill out reports <br />faster. It shows the location of fire hydrants and assists in recordkeeping for <br />filing of reports. <br /> <br /> Laserfiche is currently being used to record past records and memorialize <br />them. <br /> <br />Mr. Matsuda reported the following on staffing: <br /> <br /> <br /> No duplication of services, activities and functions. <br /> <br /> Would like to hire more personnel for Laupāhoehoe, Hawaiian Paradise Park, <br />Waikoloa, etc. They currently have ten (10) vacant positions. <br /> <br />Mr. Matsuda recommends exploring the feasibility of obtaining an MDX tracker <br />to assist the fire personnel in locating clients in hard to find places and to help with the <br />report filing and recordkeeping. The County of Hawai‘i Fire Department has been doing <br />a good job in assisting the people of Hawai‘i whenever and wherever needed. <br /> <br /> Mr. Matsuda stated that prior to Chief Rosario taking office, the majority of the <br />fire trucks were getting to be 20-25 years old. When Chief Rosario took office, he was <br />given authority to purchase new fire trucks. Since 2011, every year two (2) fire trucks <br />are purchased to replace the older ones to strengthen the forces. <br /> <br /> <br /> <br /> <br /> <br />3 <br /> <br /> <br />
