HUMAN RESOURCES <br />RECOMMENDATION: Allocate funds from the general operating budget to <br />purchase personnel enterprise software to accurately and efficiently manage <br />County employee personnel records, actions, time sheet submissions and payroll <br />processing. <br />LEGISLATIVE AUDITOR <br />RECOMMENDATION: Expedite purchase of upgraded computers for department <br />with the capacity to work off site. <br />MASS TRANSIT <br />RECOMMENDATION: Implement smart card payment system for Mass Transit <br />in place of tickets and monthly passes to improve cash handling procedures and <br />increase efficiency and accuracy. <br />RECOMMENDATION: Implement a Countywide vehicle pool program, using <br />computer/internet reservation system to reduce the number of department fleets <br />and gain improved efficiency of vehicle use. <br />RECOMMENDATION: Explore the use of Mass Transit hubs for more rapid, <br />shorter bus routes to improve service and possibly reduce repair and <br />maintenance costs. For example, create transit hubs, operated as cooperative <br />public-private partnerships (P3), in central public locations such as airports where <br />people can catch a ride share, vanpool, or a bus into the town center. The transit <br />hubs may range from 12 to 30 miles from each other depending on the needs of <br />the community. The transit hub model is in place in similar communities in the <br />US, Canada, Europe and Asia. Benefits include reducing traffic, pollution, drive <br />time, fossil fuel consumption while providing smart transportation for our <br />community. <br />RECOMMENDATION: Explore revenue -generating ideas for Mass Transit hubs <br />such as allowing location of private vendors on site. <br />RECOMMENDATION: Regularly review all current research and studies related <br />to transportation systems and implement relevant recommendations to improve <br />Hawaii Island public transportation systems. For example, the April 2014 "The <br />Expanding Transportation Opportunities on Hawaii Island" report published by <br />students from the University of Michigan, sponsored by The Kohala Center, <br />recommended establishment of a P3 rideshare-vanpool network. <br />7 <br />
