Action Taken on Tabled Motions <br />a. Motion to request that the planning director prepare the ordinance <br />amendment to the zoning code to permit the TND floating zone. <br />Motion tabled on July 30th, 2014 and again on September 24th, 2014. <br />Doug Payne, as maker of this motion, suggested and indicated it was <br />his intent for this to stay tabled and removed from the agenda until <br />the Ad-hoc Subcommittees address all their issues in regards to the <br />pending zone change. No further discussion. <br />b. Impact on Kona CDP development patterns: Planning Director's Bill <br />before County Council to amend Zoning Code to allow residential <br />development in MCX (mixed-use industrial) zoning district. <br />Discussion between the Action Committee and the Planning <br />Department about this bill. <br />Curtis Tyler made a motion to have the chair representing the Kona <br />CDP Action Committee request that the planning director make a <br />presentation at the next meeting concerning the bill, which has come <br />through both of the planning commissions, recommending that the <br />zoning code be amended to allow residential in MCX. Also, the Action <br />Committee requests that the director bring the bill, the written <br />recommendations of the two planning commissions, any testimony, <br />and the background report. Lastly, that the Action Committee request <br />to receive those documents a week before the meeting for review. <br />The Action Committee stressed their concerns about the residential <br />nature on industrial areas, the impact on industrial lands in West <br />Hawaii, and that the village design guidelines model of smart growth <br />could be bypassed. <br />Elaine Fukushima seconded Curtis Tyler's motion. The motion was <br />carried unanimously. <br />SUBCOMMITTEE REPORTS <br />1. Ad-hoc Subcommittee Reports <br />a) Chapter 25, (Zoning Code) of the Hawaii County Code <br />
