<br /> Kohala Shoreline, LLC <br /> <br /> <br />Kohala Shoreline LLC Site Visit Summary, January 31, 2015 <br /> <br />On last Saturday, Greg Mooers and Bob Rechtman escorted about 15 of us through the Kohala <br />Shoreline development property. <br /> <br />So far, Greg and Bob have done a much better job of protection than next door at Kohala Kai. <br />o <br /> <br />The project will be applying for a new SMA permit, and as of now, will request rezoning from <br />RS-15 to RA-3a (3 acre minimum). <br /> <br />The 9 lot map we were shown is conceptual and, per Mr. Mooers, subject to change prior to <br />o <br />submitting to the Planning Department. <br /> <br />There already is an existing recorded lateral shoreline easement, 6’ wide. <br /> <br />It moves inland if shoreline erosion occurs. <br />o <br /> <br />They plan to propose a 100’ ocean setback instead of the standard 40’ setback. <br /> <br />They plan to allow lateral public access on the Ala Loa / Jeep Road. <br /> <br />In one location the jeep road bisects a large walled enclosure that contains several burials. <br /> <br />There is a question of where to reroute the jeep trail to avoid this site. <br />o <br /> <br />There have been three mauka – makai trail segments identified By Mr. Rechtman. <br /> <br /> Attendees suggested that at least one of the mauka Makai trails be used for public access. Mr. <br />o <br />Rechtman did not commit to recommending that the trail segments be preserved. <br /> <br />The archeological survey is still being worked on and State Historic Preservation Division has yet <br />to review and approve. <br /> <br />Two highway driveways are proposed. <br /> <br />Toni noted that there will be 5 driveways in less than a mile. <br />o <br /> <br /> <br />The Department of Transportation already had concerns over the three driveways at <br />Kohala Kai. <br /> <br />No deceleration / acceleration lanes are proposed, as were required for Kohala Ranch across the <br />highway. <br /> <br /> Jojo brought up this concern <br />o <br /> <br />It was not clear to me that Mauka - Makai public access or public parking were going to be <br />proposed. <br /> <br />Mr. Moores did say that there is an existing public access at the Kawaihae end of the <br />o <br />development (the Kohala Kai access) and State land at the Hawi end of the development. <br /> <br />Per Toni, they did not did not submit to OEQC this month. <br /> <br />When they do, we have 30 days to get our comments to the County. <br />o <br /> Kohala Kai <br /> <br /> <br />The county & Ala Kahakai is still working on conservation easement. <br /> Access Group Interfacing with the Action Committee and the County <br /> <br /> <br />NSTR. <br /> New Items <br /> <br /> <br />Kohala Waterfront <br /> <br />There is a house that is built on a trail. <br /> <br />The community and government agencies are working on correcting this trail around the <br />o <br />house <br /> <br />This lateral trail has been heavily used by the community <br />o <br /> <br />Pu'u Ulaula (Red Hill) <br /> <br />Ala Kaha Kai has done a successful workshop in this area on reconizing trails. <br />o <br /> <br />Ala Kaha Kai is working with the state on a ROE (right of entry) in this area for trails & trash <br />o <br />removal. <br /> Next meeting <br /> <br /> <br />March 4, 2015; 4:30pm at Old Courthouse <br />Page | 2 <br /> <br />
