Mr. Adams: As it relates to this situation that has come to our attention <br /> regarding this the development and passage. <br /> Mr. Balsis: With regards to the passage of two Bills 135 and 302. Is there a <br /> second to that motion? <br /> Ms. Kahakalau: Second. <br /> Mr. Balsis: It's been moved and seconded to require that there be a resolution <br /> that the Board of Ethics will investigate if the Coalition for <br /> Tobacco Free Hawai`i was lobbying, are actual lobbyist, are <br /> properly registered to be lobbyist with regards to their <br /> representations to County Council, County Individuals, County <br /> Council members with regards to the passages of Bills 135 and <br /> 302. Is there any further discussion on it? I call for a vote. All in <br /> favor. <br /> Mr. Balsis, Ms. Kahakalau and Mr. Adams (simultaneously): Aye. <br /> Mr. Balsis: It's been unanimously passed. <br /> Mr. Adams: If I might. We've dismissed 2015-01. <br /> Mr. Balsis: Correct. Parts of it. Separately. <br /> Mr. Adams: As we move forward, there won't be a requirement necessarily, <br /> obviously these are always open hearings and anybody can come <br /> who wants to come, but there's no requirement necessarily for the <br /> Councilman to come. In fact, there's no requirement for Mr. <br /> Revell to come because we are taking this under our advisement. <br /> Mr. Balsis: That is correct. It is also noted that if they wish to come forward, <br /> they can speak in the beginning of the meetings with regards to <br /> certain activities agenda items. <br /> Ms. Schoen: Mr. Chair just for the record. Our office will be preparing the <br /> order dismissing the petition for the Boards review next time. <br /> Otherwise, there is no need for the Petitioner or Respondent to <br /> appear. <br /> Mr. Balsis: I have a question with regards to timing and this goes to the <br /> counselor which will apply to this and further action during this <br /> meeting. This is my last meeting. Mr. Henricks will also be his <br /> last meeting. If there is not a third person at least a third person <br /> coming on to the Board by the April meeting. Can these things be <br /> circulated and I can come in and sign them if individual members <br /> say it's okay. We've already passed the motion it's more of just <br /> reviewing the items that they're all in order as what was meant. <br />
