a. Review of the executive session minutes of February 11, 2015. <br /> Motion and Vote: Mr. Balsis moved to approve the executive session minutes of <br /> February 11, 2015. Mr. Henricks seconded the motion. All members voted aye. <br /> b. Review of Confidential Financial Disclosure Forms filed pursuant to Section 2- <br /> 91.1(d), Hawai`i County Code, by County board and commission members and <br /> designated County employees, where personal matters will be reviewed. <br /> Mr. Balsis stated that there were various financial disclosures for review and some <br /> for re-review. Of those, numbers 9, 17, and 18 were referred back for further <br /> information. <br /> Motion and Vote: Mr. Balsis moved to approve the all other financial disclosure forms. <br /> Ms. Kahakalau seconded the motion. All members voted aye. <br /> 7. DISCUSSION REGARDING AMENDMENTS TO THE RULES OF PRACTICE AND <br /> PROCEDURE OF THE BOARD OF EITHICS OF THE COUNTY OF HAWAI`I <br /> Mr. Balsis: There was a rundown of a proposed amendments to the Board of <br /> Ethics Rules of Practice and Procedure. I know I've had a chance <br /> to take a look at this. I'd liked to make one statement and ask a <br /> question if I may. Doug thank you very much for taking the time <br /> and effort to put this together. <br /> Mr. Adams: Thanks to our Counsel J for allowing me to come in and spend <br /> about two and a half hours walking thru this which was terrific. <br /> Mr. Balsis: First of all to regards to the general provisions 1.4. I agree to add a <br /> candidate for public office in the County of Hawai`i to the Board's <br /> jurisdiction. I just wanted to point that out on record. I was <br /> looking at the overview issues and the last two. Numbers two and <br /> three, add a section regarding education of officers and employees <br /> in Ethics Code, add a section regarding education of public in <br /> Ethics Code." I need some clarification not for me to make any <br /> opinion. <br /> Mr. Adams: It came from the thought that we, talking with Counsel about the <br /> training, I've talked to previous Counsel about the training that's <br /> done for the officers and employees particularly the employees of <br /> the County. In terms of Ethics and the involvement and it got me <br /> to thinking that we really don't have anything that is included in <br /> the Charter, in the Code or in the Rules of Practice and Procedure <br /> about educating any of our folks regarding the Code. That was a <br /> last minute and I think there needs to be somewhere where we are <br /> suggesting or including that as part and parcel of our package <br />
