folks that and identifying when that is, is probably something that <br /> we will take a look at once the appropriate time to consider <br /> somebody candidate versus just a public citizen. The idea that the <br /> candidate would be subject to our jurisdiction for the purposes not <br /> just the financial disclosure piece, but also the conflict of interest <br /> piece. That was expressed during the election season last year by <br /> members of this Board. So that there would be a level playing <br /> field when you're considering incumbents that may be running <br /> again that because they're officers of the County are automatically <br /> under the jurisdiction. Therefore, individuals can bring petitions, <br /> questioning and identify potential Ethic Code violations. Whereas, <br /> individuals that are candidates that were not officers or employees <br /> were not subject to our jurisdiction. The idea would be to try and <br /> fix that so we'll see where we go moving forward with that. <br /> Mr. Balsis: I caught that in my review as well. <br /> Mr. Adams: J is there anything that you'd like to comment on regarding any of <br /> these provisions? <br /> Mr. Yoshimoto: Let us start with the first one 1.4 adding candidate to Boards <br /> jurisdiction. That's something that if the Board were to do that <br /> which is a good thing concurrently with that we should maybe <br /> draft a letter to the Council indicating what Code Amendment the <br /> Board would like to see changed. That there be consistent because <br /> it's going to take some time for these rules to be go to public <br /> hearing and be amended. That can go about the same time and I <br /> think that would be good we can have a productive discussion with <br /> the Council. <br /> Mr. Balsis: I'd just like to make almost an announcement. If there is anything <br /> for me to sign I'm told I have until March 31. Just to let you know <br /> on the 30th and 31'I will be out of town. <br /> Mr. Adams: We wouldn't have anything to sign by then anyways because we <br /> would have to have some type of vote. <br /> Mr. Balsis: A review of a letter especially if it's a letter going to the Chair. <br /> Mr. Adams: Right. <br /> Mr. Yoshimoto: Otherwise Mr. Adams we can go thru the rules depending what the <br /> Boards pleasure is if you want to go line by line to make sure <br /> because before this is ready. You're vetting this now and then you <br /> would have the formal amendment right. <br />
