<br /> <br />WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAI‘I <br /> <br />HEARING TRANSCRIPT <br /> MAY 7, 2015 <br /> <br /> YURI MATSUOKA (USE 15-052) <br />A regularly advertised hearing on the application of was <br />called to order at 9:00 a.m. in the County of Hawai‘i Aupuni Center Conference Room, 101 <br /> <br />Pauahi Street, Hilo, Hawai‘i with Chairman Myles Miyasato presiding. <br /> <br />COMMISSIONERS PRESENT: Myles Miyasato, Donn Dela Cruz, Gregory Henkel, and <br />Donald Ikeda. <br /> <br />ABSENT & EXCUSED: Charles Heaukulani and Raylene Moses. <br /> <br />ALSO PRESENT: Duane Kanuha (Planning Director), Danny Patel (Deputy Corporation <br />Counsel for the Windward Planning Commission), Jeff Darrow (Staff Planner), Maija Jackson <br />(Staff Planner), Christian Kay (Staff Planner), and Sarah Hata-Finley (Commission Secretary). <br /> <br />And approximately 6 people from the public in attendance. <br /> <br />APPLICANT: YURI MATSUOKA (USE 15-052) <br />Application for a Use Permit to allow the establishment of a 5-bedroom bed and breakfast <br />operation within an existing single-family dwelling on 22,500 square feet of land situated within <br />the County’s Single-Family Residential-10,000 square foot (RS-10) zoning district. The <br />property is located at 665 Hinano Street, approximately 200 feet north of the Hinano Street and <br />st <br />Leilani Street intersection, Waiākea Houselots 1 Series, South Hilo, Hawai‘i, TMK: 2-2- <br />036:036. <br /> <br />MIYASATO: The first item on our agenda this morning is the applicant, Yuri Matsuoka. <br /> <br />DARROW: Thank you, Mr. Chairman. Good morning, welcome. We’d like to welcome our <br />newest commissioner, Commissioner Dela Cruz. Thank you for your support for our County and <br />for our Commission and also for our Department. Thank you. We appreciate that. <br /> <br />Okay, so we’ll start off with our first application. If you, I can direct you to our presentation this <br />morning. Our first applicant is Yuri Matsuoka, and they are requesting a bed and breakfast <br />permit. <br /> <br />The area of this subject application is within the Waiākea Houselots in the South Hilo District. <br />Just for reference, you’ll notice on the right side of the map all the gray area. This is identified <br />as the Hilo International Airport area. The yellow and orange and different colors in this general <br />area represent the Waiākea Houselots.
