We recommend that the Office of County Clerk's and Office of Elections' management <br />review the Administrative Manual of the Hawai'i County Council and the Office of the <br />County Clerk with all employees and stress the importance of complying with the manual. <br />b. We recommend that employees exercise greater care in recording and transferring <br />information for the accurate recording of all expenditures. <br />c. Management should monitor the employee's efforts in the first two general <br />recommendations and improve communications with employees to ensure effective and <br />efficient service. <br />We were not engaged to and did not conduct an audit, the objective of which would be the expression of <br />an opinion on the expenditure detail report. Accordingly, we do not express such an opinion.
