93 Phase 2 will begin on June 61h and is about a two year process. This will be <br />94 where the Planning Department will be reviewing and analyzing the <br />95 information that has been submitted. They will also be setting up software to <br />96 be able to analyze it. Going forward there will be stakeholder meetings and <br />97 agency discussions. April explained that it's critical that the Planning <br />98 Department learn how other agencies can and want to use the General Plan <br />99 and tailor it to their needs. <br />1111H, <br />101 Phase 3 is when an initial working draft will be ready. There will be larger <br />102 workshops and public comment on a broader scale. This will last about 6 <br />103 months. This is an opportunity to have final input, refine it, and then it will go <br />104 to the Planning Commission for review and consideration, and from there to <br />105 the County Council for review. <br />106 <br />107 April went on to answer questions in regard to a website, public access, <br />108 simplification of the document and process, CDPs, the Maui General Plan, <br />109 smart growth development, public input, and more. <br />110 <br />111 2. Update on the Kealakehe Regional Park Development and the Laiopua 2020 <br />112 Community Center Development Plan by Bo Kuhui, Executive Director. <br />113 <br />114 Bo Kahui handed out packets of his presentation for everyone to follow <br />115 along. <br />116 <br />117 Bo explained that Laiopua 2020 submitted an application to the USDA in <br />118 December and they were approved to do the project in February. They were <br />119 approved for a loan, but chose to decline the loan and are looking to do it as a <br />120 grant. In order to do so, they need to do a demographic survey, which is <br />121 about 2 weeks away from being initiated. If the demographic survey is <br />122 successful, they will be meeting with the USDA director soon after the survey <br />123 is completed. <br />124 <br />125 The plan is to survey about 1200 people, and of that 1200 they need 300 <br />126 returns that are 50% below the AMI. If they only get 150 of the 300 they need <br />127 at 50% of the AMI, then the rate at which they qualify goes down by 50%. <br />128 <br />129 BUSINESS OF COMMITTEE: ITEMS FOR DISCUSSION AND ACTION <br />130 <br />131 1. Discussion and action on the previous report from the first Adhoc <br />132 Subcommittee (Greg Ogin, Kari Kimura, and Barbara DeFranco) on outreach, <br />133 economic development, and TOD activities of the Kona CDP as it relates to <br />134 the General Plan. <br />135 <br />136 Barbara DeFranco made a motion to approve the subcommittee's report as <br />137 submitted.
