The County officer by not allowing the first officer or <br /> continuing to allow the first officer to permit something that should not <br /> have been permitted. You know, it's I think most or I believe all this <br /> went on before that person came into office. It is very intimidating, I <br /> mean just this we right now have those firemen who spoke out and were <br /> let go. They were suspended right now pending that for voicing their <br /> opinion and criticizing their department. In fear of losing one's job and I <br /> think that there is atmosphere of intimidation. There is a lot of I guess <br /> with this administration very much a team. You're on the team,you're <br /> not on the team. I don't happen to be on the team and I feel the results of <br /> that. I think that I feel that we, how can we use this really as an <br /> opportunity to be a better place and better people. I feel that the Mayor's <br /> working on this and I think we all can do the same. Thank you very <br /> much. <br /> Ms.Kahakalau: Thank you very much. <br /> 7) Peter Risley(Kohala)signed up to testes on agenda item 4c,Petition No. 2015-03. <br /> Mr. Risley: My name is Peter Risley of Kapaau. I worry about the Democratic <br /> process on our islands. I have noticed that a small islands or small states <br /> that are multi-ethnic, multi-racial states tend to evolve to authoritarian <br /> regimes. Noted with and evolved ruled by the great man who assumes <br /> more power because of the institutional regimes that control the <br /> populous. Democracies of course is opposed to such regimes. If we <br /> wish to remain democratic, if we wish to become a profitable sustainable <br /> economic unit,we must be a free people no matter who we are and what <br /> we look like. It's about checks and balances. That's what a functional <br /> democratic process is and the present ethic committee has failed Hawai`i. <br /> Without the checks and balances, we need,we should become a failed <br /> democracy. That is what is at stake. People of Hawaii, I call for a <br /> crusade for democracy without re-establishing correct governmental <br /> checks and balances we shall fail. We shall economically,we shall fail <br /> socially and fail our democratic future. I suggest we need to limit the <br /> power of the Mayor. Other Counties across this nation do not allow such <br /> powers. As the Mayor has here and that is not a condemnation of the <br /> present Mayor. The institutional bureaucracy of our island. If proper <br /> checks and balances assisted,this present situation would not have <br /> escalated to its present disaster. I do not think we should move on. No. <br /> We should use this crisis to repair a failed system. Please consider this <br /> crusade for the Democratic renewal of our beautiful island. Let no man <br /> become the great man. Let all Hawaiians people become great men and <br /> women. Re-establish democracy. Power to the people. <br />
