This item ended at 9:17 a.m. <br /> <br />MINUTES <br /> – The Commission took this item up at 9:17 a.m. <br /> <br />Approval of Minutes of the June 4, 2015 meeting – It was moved by Commissioner Ikeda and <br />seconded by Commissioner Moses that the minutes of June 4, 2015, be approved as circulated. <br />Motion was unanimously carried by a voice vote of all Commissioners in attendance. <br /> <br />ADMINISTRATIVE MATTERS/ANNOUNCEMENTS - <br />The Commission took up the <br />following at 9:18 a.m. <br /> <br /> <br />1.Status of applications heard by Windward Planning Commission that are pending before <br />County Council. <br /> <br />Mr. Arai announced that the next Commission meeting will be on August 6, 2015, and <br />there was tentatively four items on the agenda. <br /> <br />Mr. Arai also informed the Commission that Roy Vitousek, III, an attorney from Kona, <br />will be representing Arrow of Oregon/Hawai‛i, LLC in the contested case proceeding <br />currently scheduled for the Commission’s September 3, 2015 meeting \[Arrow of <br />Oregon/Hawai‛i, LLC Amend SPP 09-076 and David and Laura Rodrigues SPP 15-178\]. <br />He reminded the Commission to turn in their forms indicating whether or not they will be <br />participating in the proceeding to Ms. Hata-Finley since the Commission will serve as the <br />hearings officer. <br /> <br />Mr. Arai added that the Change of Zone application for Harry and Sandra Freitas <br />\[REZ 14-185\] was heard by the County Council’s Planning Committee the day before, <br />and motions to postpone action on that application and an unfavorable recommendation <br />failed to pass. Therefore, the application was forwarded to the full Council with an <br />unfavorable recommendation. Mr. Arai believed that the Council was also contemplating <br />a bill that would amend concurrency requirements. <br /> <br />Mr. Arai stated that Moaniala Holdings, LLC (formerly Hilo Hillside Corp.) received <br />final approval for their amendment request \[to Change of Zone Ordinance 08 115\] from <br />the County Council which became effective on June 15, 2015 \[REZ 738\]. <br /> <br />Upon Commissioner Henkel’s inquiry, Mr. Arai stated that it was his understanding that <br />the applicants for the contested case hearing regarding the Arrow of Oregon/Hawai‛i, <br />LLC and Rodrigues applications have not yet confirmed any subsequent meetings to <br />settle the matter. <br /> <br />Page 2 of 3 <br />Windward Planning Commission <br />July 2, 2015 Minutes <br /> <br /> <br />
