was first constructed in 1968, and the Kona Lagoon Hotel was constructed in 1975. Since the early <br />80’s development has continued in the region with residential subdivision, shopping centers and golf <br />courses and more. The Kona Lagoon Hotel was demolished in 2004, and over the next several years <br />a shift within Kamehameha Schools began toward education and recognition of the cultural <br />importance of the area. From 2007 till 2009 several of the heiau on the project site were restored, and <br />then in October 2012 the Keauhou Beach Resort was closed and is now slated for demolition. <br /> <br />The applicant is requesting a Special Management Area Use Permit to allow the demolition of the <br />former Keauhou Beach Resort complex and the remnants of the former Kona Lagoon Hotel facility. <br />This is to allow for the construction and establishment of an educational complex called Kahalu‘u Ma <br />Kai and related programs, activities and improvements on approximately 22.73 acres of land situated <br />within the SMA. This would involve the redevelopment of the project site, and to change the <br />property’s primary use from resort to an educational complex supporting a wide variety of <br />educational users and programming. This change in land use reflects a much lower intensity of <br />development, and changes activities occurring on the site from being visitor-oriented to primarily <br />educational-oriented. <br /> <br />The main components of the project site consist of the following: Demolition and removal of the <br />existing Keauhou Beach Resort \[KBR\] hotel structure and associated amenities such as the tennis <br />courts and supporting building, most parking areas, and swimming pool. Any remnant facilities still <br />present from the Kona Lagoon Hotel will also be removed; construction of facilities supporting the <br />Kahalu‘u Ma Kai educational complex, and expanded educational activities on the site; the <br />redevelopment of the project site will involve constructing several new structures to support <br />education and ‘āina-based instruction for learners, visitors, and the public. The siting of these <br />facilities is based upon the functional use intended for the project site and the educational activities <br />anticipated to occur. The site’s functional planning involves establishing various areas designated for <br />primary uses, gatherings, and activities; primary structures planned for this project include a Heritage <br />Center, multi-purpose building with a parking and office basement area that will utilize a <br />redevelopment portion of the KRB \[sic\] hotel basement, hālau, reuse of the existing Kalani Kai <br />structure on the north side of the property, camping hale with a comfort station, storage building and <br />facilities supporting existing canoe, wa‘a, and tiki, ki‘i, making activities; conducting landscaping <br />restoration and preservation activities of historic sites within the property located inland of the <br />shoreline boundary in support of educational programming and services. Additionally, culturally <br />related special events would also be conducted at the project site. This would consist of makahiki <br />and hō‘ike events that each could occur between two to four times a year. Estimated participants <br />could reach up to 500 persons for hō‘ike events and up to 800 persons at the makahiki. Special <br />Kamehameha Schools functions could include up to 1,000 persons and occur up to four times a year. <br />Educational workshops may occur about six times a year and have about 75 person. Seasonal <br />ceremonies, about eight times a year, may include up to 100 persons. <br /> <br />This is the preliminary conceptual plan, which identifies the proposed structures on the property <br />without the current structures, except for the existing Kalani Kai; so the former Kona Lagoon Hotel is <br />removed, as well as the current Keauhou Beach Resort.
