So that's why you got the complaint. <br /> There are issues here that need to be resolved and it isn't a <br /> condemnation of Mr. Alameda. It's the question of the Board's <br /> responsibility that checks and balances of democracy to take care <br /> of these issues in a timely fashion. Please do your job here. Okay. <br /> The final issue I have to talk about is totally unsettling is 04. <br /> Water issues. Now I'm a farmer and I know how very important <br /> water is. Right now here in our area I don't know about the rest of <br /> the island, but I'm talking about the Kohala area. We have some <br /> serious water issues that are effecting the development of <br /> agriculture in our area. Now I know the State wants to create an <br /> agricultural system here in Hawai`i that feeds the population of <br /> Hawai`i. But how can we do that if we're having technical <br /> problems with water and how can we do that if water is not <br /> distributed justly to the people who really need it. Regardless of <br /> their ethnic background, who they are or how much money they <br /> got in the bank. We need a fair and equable system. Now this <br /> letter that I have just recently read is completely unsettling. Now I <br /> don't know if all of the accusations in this letter are correct, but my <br /> god they need to be investigated. It's extremely worrisome we <br /> need oversight here in the Ethics Board is the only place <br /> apparently that we can receive that kind of oversight. You know <br /> this issue is so important that if we don't take care of it correctly, <br /> literally the economic development of this island is going to be <br /> destroyed. Our.. we're just not going to reach the prosperity we <br /> need. This is an agriculture area, yet we're not producing <br /> agriculturally and the issue is water rights. This letter here tells me <br /> that there's a serious issues with the County being able to deal with <br /> water issues. <br /> Ms. Sweeney: Please summarize. <br /> Mr. Risley: Okay. So I want you and water is the key and you think tourism <br /> will work, the defense industry, welfare is going create a vibrant <br /> economy? Agriculture is going to have to be the center of that <br /> economic prosperity of this County in the future. Get this one <br /> together.
