But I agree in the petition itself for exactly <br /> the reasons Mr. Adams stated about the fair, courteous, and <br /> impartial manner and then they're own comments as to what <br /> constitutes that. My recollection is it is six years. I don't <br /> have the exact cite before me, but I don't think it's dispositive to <br /> the discussion today.
