Water, Parks, and Roads: Report by John Winter <br />John Winter went over his subcommittee report. He discussed the two <br />meetings that occurred in regard to Pratt Road and that the general <br />consensus was that Pratt Road should be used as an emergency <br />bypass. <br />He reported that the subcommittee asked the Department of Water <br />supply to lift the water meter moratorium for small, new subdivisions <br />while the Halaula Well drags on. This is still about two years away, <br />and there are negotiations going on with the landowner on the cost of <br />the well and property. The request was declined again. <br />It was brought up that there are two different spellings of Kynnersley <br />Road depending on which side you are on, and this is in the process of <br />being remedied. <br />The Kohala Fish farm was brought up at the last meeting. While this is <br />not a NKCDP strategy, the subcommittee discussed sponsoring a <br />community meeting just to air peoples' concerns as a service to the <br />community. <br />DLNR has granted Hawaii Ocean Technology an extension for <br />construction in 2017, so that topic was delayed until a later date. <br />d. Power, View Planes, and Erosion Control: Report from Toni <br />Withington <br />Toni reported that Carter Collins met with Jay Ignacio, President of <br />HELCO. The parties are continuing to discuss Solar Matter's proposal <br />for a solarized bikeway between North Kohala and North Kona. He <br />also had communication with Dutch Kuyper of Parker Ranch and <br />Paniolo Power and he is going to be meeting with them to discuss the <br />bikeway. <br />Subcommittee members are continuing to follow the proceedings of <br />the Public Utilities Commission on Hawaii's energy future. <br />
