Hawaii Fire Commission <br />Regular Session Minutes <br />February 10, 2016 <br />Page 2 <br />Rules and Regulations Review Committee (Kitaoka): Commissioner Kitaoka stated <br />that this still needs work. Ms. Ng will research on whether Commissioner Kitaoka <br />may continue working on this after she leaves the commission. <br />NEW BUSINESS <br />• Work on Fire Commission's 2015 annual report. Vice Chair Becker reported that the <br />Chair assigned him to work on the annual report. Commissioner Kitaoka stated that <br />this is the Fire Commission's report and should be about things the Fire Commission <br />did, not what the Fire Department did. She stated that the goals are the <br />commission's goals, not the Chief's goals. She questioned which goals the Chief <br />would be evaluated on. She asked how the Police Commission does its annual <br />report. Ms. Pelayo (secretary to the Police Commission) stated that the Police <br />Commission reports only on its activities. <br />Chair De Luz stated that this should be an advocate report. The report should have <br />what the commission did and what the commission would like to work forward on. <br />He looks at this as an advisory role. Ms. Ng stated that under the Charter, part of <br />the commission's duties is to make recommendations to the Chief. <br />• Review draft of 2016 Fire Commission's goals and objectives. <br />• Review draft of Fire Chief's position description. <br />• Work on Fire Commission's 2015 annual report. <br />Vice Chair Becker asked the commissioners to review the above documents and send <br />suggestions to Ms. Ng. They need to discuss the Chief's position description with him. <br />INVESTIGATION OF COMPLAINT <br />• Complainant Russell Acantilado alleged that an unidentified employee neglected him <br />and left him at the fire station. Mr. Acantilado and his wife came before the <br />commission. He stated that he gets things mixed up. He was lifting weights at the <br />high school. His pressure came high. He went to the fire station. The guy took his <br />pressure. He calmed him down. He didn't ask if he wanted to go to the hospital. <br />When they had a call, they left. He was in the bedroom, the bathroom, the kitchen. <br />No one was there. He called his dad. He called 911. They said they would call <br />Waimea. When he got there. They did a blood draw. They gave him IV. He was <br />dehydrated. <br />In response to questions, about what happened, Mr. Acantilado stated that he <br />crawled around to the ambulance. He vomited mucous. He wanted to call his dad, <br />but he couldn't see the number. He went to the police department, and they called <br />his dad. He vomited mucous, not food. At the fire station they took his pressure. <br />The police didn't call 911. He called 911 from home. He called his dad on his cell <br />phone at the fire station. The dispatcher talked to him, and then said would transfer <br />
