Public Utilities, Environmental Impact, and Shoreline Protection <br />a. – this <br />subcommittee will be looking at: Water quality and supply; Shoreline <br />protection; Recycling; Waste water and potential contamination; Alternative <br />energy supply systems and Natural hazards planning and prevention <br />Culture, land use, parks and open space <br />b. – this subcommittee will be <br />looking at: Protection of natural resources, historical, and cultural sites; Issues <br />related to impact and rezoning of agricultural land; Open space and parkland <br />dedication requirements; Impact on sense of place in adjoining community <br />planning; Population growth and impact on community services and schools; <br />New construction standards related viewpoints etc.; and Pedestrian and <br />bicycle pathways <br />Application Review <br />c. - Timeliness in reviewing individual project applications <br />is currently an issue. Propose to have all applications sent to us be reviewed <br />by a committee member residing in the community in which the project is <br />located. The community member would have the following options relating to <br />SKCDPAC review: (1) No comment. (2) Review with recommendation <br />directly to the SKCDPAC for next scheduled regular meeting, or (3) refer to <br />appropriate sub-committee or committees for detailed review. Regarding <br />alternative 3, the community representative would be part of the sub- <br />committee discussion. A sub-committee report will be required in a timely <br />manner to allow adequate review by other members. Note: There will also be <br />an option for any SKCDPAC member to request sub-committee <br />review. Direct referrals by others to the SKCDPAC, however, need to be <br />coordinated with designated members in respective communities. <br />d. According to the Operating Guidelines of the Kona Community Development Plan <br />Action Committee, a person desiring to submit oral or written testimony shall indicate her/his name and <br />whether the testimony is on her/his behalf or as a representative of an organization or individual. Written <br />testimony shall be submitted with an original and nine copies prior to testifying. The Committee would <br />appreciate timely submittal to the Planning Department at least one week prior to the hearing date to <br />allow for mailing and thorough Committee review. <br />If you are a lobbyist, you must register with the Hawaii County Clerk within five days of becoming a <br />lobbyist {Article 15, Section 2-91.3 (b), Hawaii County Code}.
