Alright did you want him to go ahead and <br /> speak? <br /> Mr. Goodenow: Yes. <br /> Ms. Sweeney: Please state your name for the record. <br /> Mr. Hyland: My name is Lanric Hyland and I'm here representing both myself <br /> and Mr. Doug Pointer who's sitting to my right. When you come <br /> to the next part of the agenda, number four, Correspondence. I <br /> want you to know what I'm talking about in my letter to you. Mr. <br /> Robinson welcome aboard, your new duty station and thank you <br /> very much for volunteering your time to do that to be there. This <br /> is the next three statements are made in regard to Rule 4. 2, the <br /> third party declaration that I'm asking you folks to do. And I'm <br /> asking given there are two new members if the two of you feel that <br /> it's appropriate that you try and convince one of the three older <br /> members to make a motion for reconsideration. So that my three <br /> petitions can be heard, reconsidered and given the input from you <br /> and the other new member. So basically, what number four is <br /> talking about is, given the provision of Hawai`i County Charter, <br /> Section 5.14 which specifically provides for a temporary vacancy <br /> in the office of the Mayor. Is it ethical for the Mayor to continue <br /> in office while he is under active criminal investigation by the <br /> Hawai`i Attorney General? That's the question I did not ask of <br /> you before and was not considered. Current County policy places <br /> County employees on paid administrative leave while they're <br /> under criminal investigation. And what is the Ethic Boards <br /> declaratory judgment on this subject in general? As well as in <br /> specific as to the Mayor, is he to be treated differently than any <br /> other employees who are put on paid leave when their under <br /> criminal investigation. Especially since on public television, he <br /> has confessed to the unethical behavior or admitted I should say to <br /> the unethical behavior. The second aspect of this involves Ms. <br /> Sako. I went back and I reviewed the State of Hawai`i purchasing <br /> card agreement program and procedures manual and I don't know <br /> if it was brought to the Boards attention or if the Board read that <br /> manual last time it considered this. It says that the PVS Net <br /> Administrator and that's what Ms. Sako was. She said she was the <br /> Net Administrator for that program. The PVS Net Administrator <br /> shall immediately notify the purchase card administrator, if any of <br /> 2 <br />
