Communication No. 2016-7 <br />PCDP Subcommittee on Connectivity and Emergency Response <br />Meeting — February 23, 2016, Keaau Community Center <br />2:00 p.m. (Note change in meeting time) <br />MINUTES <br />Call to Order: 2:10 p.m. <br />Call for Approval of Minutes as Circulated (January 26, 2016) <br />Present: Marlene Hapai, Chair, Stephanie Bath, Patrice McDonald <br />Excused: Patti Pinto, Farris Etterlee <br />Old Business: <br />• Update on Ad hoc Committee initiated by Gregor Ilagan <br />Connectivity Location Site Visits — Friday October 30, 2015 <br />Report regarding proposed Connectivity Locations TMK's and other <br />supporting information to acquire connections — no update <br />• Continue discussion to provide questions to Corporation Counsel <br />regarding any potential actions suggested to implement CL's — <br />Although no questions were posed for the Corporation Counsel at this meeting <br />due to the absence of those closest to this issue, the Chair recommends <br />questions be posed for the ramifications of each recommended action related <br />to each connectivity location. Recommended actions are as follows: <br />easements, memoranda of understanding, purchasing of affected lots, <br />including linear parks, using Public Access, Open Space and Natural <br />Resources funding to create parks. <br />• Discuss suggested alternative CL's should those presently recommended <br />are not viable — discussed this as main point of process. Suggestions are <br />prioritized. There are more than one connectivity location possible for <br />areas recommended so if one does not work for some reason, <br />implementers can move to another location on the route. <br />• Update on meeting schedule with the following to gain support for <br />connectivity implementation: will occur when know how we can use their <br />support <br />o Representative Gabbard <br />o Senator Schatz <br />o Senator Lorraine Inouye, State Senate Transportation Chair <br />New Business: <br />• Open Discussion on Topics of Concern to CERS members and others in <br />attendance <br />Stephanie Bath recommended once again, 1) staggering connectivity locations <br />which is acceptable by residents and 2) having more than one connectivity <br />location between subdivisions to eliminate one area being heavily impacted. <br />
