<br />KANUHA: That’s right. But, the—the claims adjuster is contracted, well we get the claims <br />adjuster through procurement, you know. We have to say this is what we’re looking for these <br />are what his requirements are and whoever we select has to be off of that list and all of that stuff. <br /> <br />DEDMAN: So, he’s not a County employee? He’s a hired contractor? <br /> <br />KANUHA: The County employee is the person that reviews the RFP to determine whether or <br />not it meets the procurement requirements and all of that stuff. That’s—that’s what they do in <br />here. <br /> <br />SHAW: I mean getting into more specifics, getting back to his initial objections, what were <br />those initial objections? That would be on the record somewhere, wouldn’t it? <br /> <br />HEAUKULANI: That is part of the record, and, you know, I don’t want to cut off this <br />discussion ‘cause I think these are questions that everyone in the room is interested, but I, we just <br />can’t sit here all day and have a question and answer session. Mr. Travis, thank you, sir, for your written summary. I appreciate it. I <br />really appreciate you bringing to this Commission’s attention Mr. Melrose’s comments to the <br />joint fact finding workshop in March 2014. I wanted to ask you—I remember, and I might not <br />be pronouncing the name right. I remember Professor Edelstein? Edelstein. <br /> <br />TRAVIS: He’s the person, yes. <br /> <br />HEAUKULANI: But, I wanted to ask you about Dr. Kaye Kilburn. I don’t think I’ve heard that <br />name, and that’s— <br /> <br />TRAVIS: —He— <br /> <br />ARAI/HATA-FINLEY – Microphone. <br /> <br />TRAVIS: He, as I understand the history, and I was part of it, but sometimes memory doesn’t <br />serve, there was a bill passed by the County Council to do a health study in 2012, I think it was <br />about the July time frame. And, the Mayor—that bill was passed by the County Council. The <br />contents of that bill were to do a health study that would have been done by Dr. Kilburn. It was <br />proposed by the, by Puna Pono Alliance to the County Council, and the County Council said <br />okay, go ahead and do this health study. The Mayor subsequently vetoed that and said that the <br />County Council was using the wrong funds; that the correct fund to be used for the geothermal <br />health study should be the Geothermal Asset Fund, rather than the Geothermal Community <br />Improvement Fund. <br /> <br /> <br />15 <br />EXHIBIT E <br /> <br /> <br />
