The commission <br />shall appoint the committee members as described in <br />section 128E -5(b) to (e), HRS. Each <br />committee shall perform duties and responsibilities as <br />described in section 128E -5(f), HRS. [Eff Nov 05010 <br />] (Auth: HRS §128E-5) (Imp: HRS §128E-5) <br />§11-453-14 Funding. (a) Administrative and <br />operational expenses of a committee may be paid by the <br />State. Funding for operation and administration of <br />committees shall come from the local emergency <br />response planning committee account within the <br />environmental response revolving fund established <br />under section 128D-2, HRS. <br />(b) Each committee must establish an account <br />with the finance department of the local government in <br />their planning district in order to receive funding. <br />(c) Funding shall be used to fulfill the duties <br />and responsibilities of the committee as described in <br />section 11-453-13. (a) <br />No committee member shall be liable for the death of <br />or any injury to persons, the loss of or damage to <br />property, or any civil damages, festlting from any act <br />or omission arising out of the performance of the <br />functions, duties, and responsibilities of the <br />committee, except for acts or omissions that <br />constitute wilful misconduct. <br />e 9 3 <br />453-12 <br />
