The purpose of the rules in <br />this chapter is to implement the Hawaii Emergency <br />Planning and Community -Right -to -Know Act. The rules <br />are to administer and enforce the reporting <br />requirements of Title III of the Superfund Amendments <br />and Reauthorization Act of 1986 ("SARA Title III") and <br />regulations for emergency planning notification, <br />material safety data sheets, chemical lists, emergency <br />and hazardous chemical inventory forms, and toxic <br />chemical release forms and to supplement the federal <br />statute and regulations in the interest of protecting <br />the health and safety of the citizens of Hawaii.
