I guess the <br /> question is...Is an air ticket to fly to an event, a reward of <br /> any type. I mean I think Ms. Kahakalau said last time that <br /> she gets these things, it's like oh my god I gotta go to <br /> Honolulu, I gotta fly there... I don't think there's...I don't <br /> think it can be reasonably inferred that the gift is intended <br /> to influence the officer or employee. They have Legislator <br /> of the Year, they gotta give it to somebody. It's not like <br /> they made it up right, to award it to Mr. Kanuha. So that <br /> part...but I agree...I mean you read the last line in here of <br /> 2-91.4...or is intended as a reward for official action. Well <br /> their giving it to him because he did a good job in their <br /> view, right. That's a little different from you know some <br /> kind of quid pro quo or you did this for us, we're gonna do <br /> this for you. I know it's such an ingrained part of the <br /> legislative process. I mean it would be a radical departure <br /> to say okay...neighbor islanders you can't go to Honolulu <br /> to get awards like this. And because I'm going to say that <br /> it wasn't really intended as a reward because why...he has <br /> no reason to go to Honolulu. Right, but for to go to this <br /> thing. I guess we could ask you...I mean I don't know if <br /> we have to quiz everybody...well did you go shopping at <br /> Ala Moana when you were there. I mean I just don't see <br /> that...that's my opinion. <br /> Ms. Kahakalau: Yeah. I also don't look at it as a tangible gift. A gift to <br /> me...I can carry...you know if there was a monetary, if <br /> there was an honorarium, if they were any of those kinds of <br /> things. I would definitely see where there would be an <br /> issue, but it's a ticket that has no other value except to take <br /> you where you supposed to go. That is directly linked to <br /> the process and the specifics in this case to attend and to <br /> speak at this gathering. And to me even the fact that you're <br /> speaking again, you're doing your job in terms of educating <br /> people...the general public about what it is that's important <br /> to you as a legislator. That's sort of your Kuleana to be not <br /> just out you know doing your specific, going to your <br /> County meetings or whatever, wherever you're at. But also <br /> to be a public figure and to be involved in educating the <br /> public and having contact with the public. To me I'm <br /> looking at the whole process from that perspective and as I <br /> said the ticket basically just a means to get there rather than <br /> any kind of a tangible gift that is of value to me outside of <br /> this event. <br /> 14 <br />
