If two <br /> Council people you know got an award, were expected to <br /> be present to receive that award and one of them did not <br /> require travel and other one required travel. In order for <br /> them to be fairly represented, both of them there to pay for <br /> that travel is built into the procedures in terms of allowing <br /> the people that you award to be present at the ceremonies. <br /> So I'm really having a big issue with it being looked at as a <br /> gift that is not allowable kind of. <br /> Mr. Adams: Madame Chair if I might.
