<br />LEPC MEETING MINUTES <br />STATE DEPARTMENT OF HEALTH CONFERENCE ROOM <br />August 28, 2014 10:00am <br /> <br />Members Present: Henry Silva, Chairperson; Gerald Kosaki, Vice-Chairperson; Newton <br />Inouye, DOH; David Cummings, Hamakua Energy; Lucas Parrish, BEI; James <br />O’Connor, HPD; Michel Uchida, HFD Hazmat. Non-Members: Sharon Leonida, DOH <br />HEER; Keith Kawaoka, DOH HEER; Orasa Fernandez, DOE; Jarrett Enriquez, BEI; <br />Michael Hirae, HFD Hazmat. <br /> <br /> <br />I.Call to Order – 10:05 am by Chair Henry Silva; introduction of Keith <br />Kawaoka, DOH HEER <br /> <br /> <br />II.Approval of minutes from May 21, 2014 meeting – No objections to minutes, <br />accepted and adopted <br /> <br /> <br />III.Tier II project report – John Peard was excused being off island. However, he <br />did mention that he was still receiving changes for compliancy <br /> <br /> <br />IV.School labs and chemicals update – Orasa Fernandez from DOH was present <br />to discuss the statewide clean up of chemicals in the schools. She stated that <br />she was working with Grace Simmons on Oahu. A memo will be generated <br />shortly outlining their plan of action. Orasa said that she will meet with the <br />vendor to identify specific chemicals. So far, Keaau and Kealakehe schools <br />were inspected with more schools to follow. Henry Silva gave an overview of <br />the last HSERC meeting. He stated that he met with Senator Josh Green <br />regarding issues with the school labs and that he is in support. Gerald <br />inquired about introducing some type of legislation regarding this. Henry <br />stated that this was possible and stated that seven schools were initially <br />inspected but not follow up was done. Keith Kawaoka inquired about the <br />inspection of intermediate schools. <br /> <br /> <br />V.County reports: <br /> <br /> <br />Civil Defense – No report <br /> <br /> <br />Fire – Mike Uchida stated that HFD Hazmat did an Area Rae deployment <br />drill on June 26 to identify specific locations to deploy the Area Rae <br />monitors in the event of a chemical release incident at PGV. They <br />identified guidelines and a contingency plan utilizing Area Raes, Multi <br />Raes, and Q Raes. <br /> <br /> <br />Police – no report given <br /> <br /> <br />VI.Industry partners reports – <br /> <br /> <br />BEI – Lucas Parrish gave a follow up report of the recent incident at BEI <br />when there was a Sulfuric Acid spill from a tote container. He stated that <br />they got an inquiry from DPW regarding possible contamination to <br />drinking water. He stated that they closed the drain immediately. They <br /> <br />
