Rationale: In early 2013, H.B. No. 414, Waipi'o Valley Advisory Commission, was introduced to the State <br />Legislature. H.B. No. 414, "Establishes the Waipi'o Valley Advisory Commission to advise the Department <br />of Land and Natural Resources on the development of a long-term plan for ensuring the proper <br />stewardship, preservation, and maintenance of Waipi'o Valley." and "Appropriates funds for the design <br />and construction of flood damage reduction and stream stabilization in Waipi'o Valley." The purpose <br />and intent of this measure is to promote the proper stewardship, preservation, and maintenance of <br />Waipi'o Valley on the Island of Hawaii. For more information, see page 263 of Appendix V4A. <br />State of Hawaii, Governor <br />Kokua Action 28: Release allocated disaster funding to help taro farmers and residents of Waipi'o <br />Valley to avoid future flood damage. (TSPTF recommendation) <br />Rationale: This policy is consistent with the Taro Security and Purity Task Force recommendation to <br />improve and fund stream maintenance capacity in taro -growing communities. For more information, <br />see pages 233-239 of Appendix V4A. <br />State Department of Agriculture <br />Kokua Action 29: Apply for Specialty Crop Block Grants to strengthen taro production. <br />Rationale: The purpose of the Specialty Crop Block Grant Program (SCBGP) is to solely enhance the <br />competitiveness of specialty crops. Specialty crops are defined as fruits, vegetables, tree nuts, dried <br />fruits, horticulture, and nursery crops (including floriculture). Taro would be considered a specialty <br />crop. This Kokua action asks the State Department of Agriculture to seek block grants to strengthen taro <br />production.
